EPA PROPOSES LARGEST TOXIC CLEANUP IN EPA HISTORY

In an historic action that will protect people’s health and the environment, and benefit riverfront communities, the U.S. Environmental Protection Agency today proposed a plan to remove 4.3 million cubic yards of highly contaminated sediment from the lower eight miles of the Passaic River in New Jersey. The sediment in the Passaic River is severely contaminated with dioxin, polychlorinated biphenyls (PCBs), heavy metals, pesticides and other contaminants from more than a century of industrial activity. The lower eight miles of the Passaic is the most heavily contaminated section of the river. Ninety percent of the volume of contaminated sediments in the lower Passaic are in the lower eight miles of the river.

The EPA is proposing bank-to-bank dredging – one of the largest volumes ever to be dredged under the EPA’s Superfund program – followed by capping of the river bottom.

The proposed plan is based on an extensive seven-year study of the lower eight miles of the river, known as a focused feasibility study, and was developed in consultation with the New Jersey Department of Environmental Protection, the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, and the National Oceanic and Atmospheric Administration and with outreach to representatives of the many communities along the lower Passaic River. The study examined the contamination and analyzed options for reducing the risks that the contaminants in this segment of the river pose to people’s health and the environment. The EPA will accept public comments on its proposed plan from April 21 to June 20.

The EPA will hold three public meetings to explain the proposal.

“High concentrations of dioxin, PCBs and other contaminants in the lower eight miles of the Passaic River are a serious threat to the people who eat fish and crabs from this river,” said Judith A. Enck, EPA Regional Administrator. “The EPA’s proposed cleanup plan will result in a cleaner river that protects people’s health and increases the productive use of one of New Jersey’s most important natural resources and creates jobs during the cleanup. Doing less is not good enough for this river or the people who live along it.”

A major source of dioxin in the river was pollution from the Diamond Alkali facility in Newark, New Jersey, where the production of Agent Orange and pesticides during the 1960s generated dioxin that contaminated the land and the river. In addition, approximately 100 companies are potentially responsible for generating and releasing dioxin, PCBs, heavy metals, pesticides and other contaminants into the river. Fish and shellfish in the lower Passaic, its tributaries and Newark Bay are highly contaminated with mercury, PCBs and dioxin. Fisheries along the river have long been closed due to the contamination. Catching crabs is prohibited and there are “Do Not Eat” advisories for all fish. Local plans for riverfront development have also been hindered because of sediment contamination. The site was added to the federal Superfund List in 1984.

The lower 17 miles of the Passaic River, which stretches from its mouth at Newark Bay to the Dundee Dam, are part of the Diamond Alkali Superfund site. From 1983 to 2001 extensive cleanup work was conducted on land at the Diamond Alkali facility and in the streets and homes near it. The proposed cleanup plan announced today addresses the lower eight miles of the river portion of the site.

Because of the nature and complexity of the Passaic River contamination, the EPA divided the investigation and consideration of cleanup options into two studies – one of the entire 17-mile stretch of the Lower Passaic from its mouth to the Dundee Dam and the other focused on just the lower eight miles. The study of the lower eight miles was conducted by the EPA. A long-term study of contaminated sediment in the 17-mile stretch is ongoing. It is being conducted by a group of approximately 70 parties potentially responsible for the pollution, with the EPA oversight. Information gained from the 17-mile study was integrated into EPA’s proposal for the cleanup of the lower eight miles. A portion of Newark Bay is also being studied by one of the parties potentially responsible for the contamination.

In the lower Passaic River, there is an approximately 10-to-15-foot deep reservoir of contaminated fine-grained sediment in the lower eight miles of the river. Under this plan, about 4.3 million cubic yards of contaminated sediment will be dredged and removed from the Passaic River. Once the top layer of contaminated sediment is removed from the river, a protective cap will be placed over the area that was dredged. The cap will consist of two feet of sand except along the shore where it will be one foot of sand and one foot of materials to support habitat for fish and plants. The cap will be monitored and maintained to ensure that the cleanup remains protective.

The proposed plan includes several options for managing the contaminated sediment after dredging. Air and water quality will be monitored during the work.

After receiving and considering comments from the public, the EPA will finalize a cleanup plan by early next year. Once a plan is finalized, engineering and design work necessary to carry out the plan will be done in the following years.

The proposed plan builds on dredging that has already occurred in two smaller areas with high concentrations of contaminants. In 2012, the EPA oversaw dredging in the Passaic near the Diamond Alkali facility in Newark. About 40,000 cubic yards of the most highly dioxin contaminated sediment were removed, treated and then transported by rail to licensed disposal facilities. In 2013, the EPA oversaw dredging of approximately 16,000 cubic yards of highly contaminated sediment from a half-mile stretch of the Passaic River that runs by Riverside County Park North in Lyndhurst, New Jersey. This area is located about 11 miles north of the river mouth and outside of the lower eight miles addressed in today’s proposed plan. The work, which is ongoing, was necessary because the EPA identified particularly high levels of contamination in the sediment in this portion of the river.

The Superfund program operates on the principle that polluters should pay for the cleanups, rather than passing the costs to taxpayers. The EPA searches for parties legally responsible for the contamination at sites that are placed on the Superfund list and seeks to hold those parties accountable for the costs of investigations and cleanups. Most of the work to-date to clean up the Passaic has been performed by parties responsible for the contamination. The EPA will similarly pursue agreements to ensure that the cleanup work proposed today be carried out and paid for by those responsible for the contamination at the site.

NEW YORK -- Today, the U.S. General Services Administration (GSA) announced that federal agencies will be moving to One World Trade Center in New York City. GSA plans to move its regional headquarters, the U.S. Army Corps of Engineers (USACE) New York District headquarters, and the U.S. Customs and Border Protection (CBP) New York Field Office to six floors of high-quality office space in the iconic building. This move marks the return of the federal government to the site and delivers on the federal government’s commitment to the redevelopment of the World Trade Center.

“We are excited to return to the World Trade Center Complex, which federal agencies have been a part of since 1973. From the day that the Port Authority started planning reconstruction, the federal government committed to remaining an important part of this building and the redevelopment of Lower Manhattan,” said GSA Administrator Dan Tangherlini. “Through this lease agreement, these three federal agencies will have the office space they need to serve the American people in providing goods and services, tackling vital infrastructure projects, and protecting our nation’s borders.”

"I once again applaud GSA and the federal government for committing to the rebuilding of Lower Manhattan,” said Senator Chuck Schumer. “After 9/11 many wondered if Downtown would become a ghost town, but it has flourished with new residents, stores and businesses.”

The agencies are planning to move in late 2015 to floors 50 through 55. Last year, GSA secured a lease agreement for approximately 270,000 feet of space for an initial term of 20 years. GSA will create flexible and collaborative workspaces that reduce these agencies’ footprints by an average of 40 percent.

“For the past twelve years, we have been resilient in our resolve to rebuild and become stronger. Today’s announcement is another important step in rebuilding New York. I am proud to see that U.S. Customs and Border Protection, which had its offices destroyed by the horrific attacks of September 11th, 2001, will be returning to its historic home in Lower Manhattan,” said Congressman Jerrold Nadler (NY-10). “1 WTC will stand as a symbol that our great city and our great nation will never be defeated by those who seek to destroy our way of life. Appropriately, 1 WTC will be one of the world’s finest and most secure new office buildings and will house important offices of the federal government.”

This lease will help the federal government reduce its overall real estate needs in Manhattan as it occupies space in One World Trade Center. In preparation for the move, GSA will offer government-owned space at the Jacob K. Javits Federal Building at 26 Federal Plaza in Manhattan to other tenants in the region, helping to reduce leased space.

GSA and the USACE will leave the Javits Federal Building and CBP will leave leased space in Midtown Manhattan.

“The GSA has been an important part of Lower Manhattan for many decades,” said Al Sanfilippo, World Trade Center Project Manager for The Durst Organization. “We look forward to working with the GSA, U.S. Army Corps of Engineers and U.S. Customs and Border Protection on their build-out and occupancy at One World Trade Center.”

“When GSA, the U.S. Army Corp of Engineers and Customs and Border Protection move into One World Trade Center, they will experience world-class transportation, shopping and dining options on the site, in addition to commercial office space in one of the safest and most environmentally friendly structures in the world,” said Port Authority Executive Director Pat Foye.

Port Authority Deputy Executive Director Bill Baroni said, “The GSA’s lease at One World Trade Center is essential in our effort to being one of the most successful commercial developments in the world, and a significant generator of jobs and economic activity.”

The Port Authority is owner and developer of One World Trade Center, the tallest building in the Western Hemisphere. The Durst Organization is an equity partner in the property and bears primary responsibility for leasing, operating and managing the building.

MARINE BIOLOGIST MANAGES CIVIL WORKS PROJECTS

WASHINGTON, March 1, 2013 - Managing federally funded civil works projects through feasibility studies and construction requires leadership -- a skill U.S. Army Corps of Engineers Galveston District project manager Sharon Tirpak hones while guiding multidisciplinary teams through complex projects that energize the economy and reduce risks from disasters.

A marine biologist by trade, Tirpak left the world of research to put her people and leaderships skills to use directing Corps projects such as the Freeport Harbor and Texas City Channel deep-draft navigation projects, Sabine Pass to Galveston Bay Storm Damage Reduction Study, and Clear Creek Flood Risk Management Project.

"I lead teams of engineers, biologists, economists and project sponsors through civil works projects that contribute to the economic well-being of the nation," Tirpak said. "It is a leadership role with many responsibilities and challenges and requires knowledge of Corps processes, with the biggest challenge keeping the projects on schedule and within budget."

A 19-year veteran of the Corps, Tirpak has served in a variety of roles within the district including lead planner and regulatory project manager.

"I actually chose marine biology as my field of study while in college and worked as a fishery biologist with the National Marine Fisheries Service for 14 years," she said. "However, arriving at the Corps, I realized this was one of the best professional moves I could have made. I am much better at working and interacting with people than I was doing research, and I'm thankful to my fellow co-workers who taught me all about dredging and engineering."

According to Tirpak, being a project manager is never dull because there is always something that has to be taken care of.

"I like 'putting out the fires,' as it makes each day go by fast," Tirpak said. "I also like the interaction with the project delivery teams and sponsors and the learning aspect.

"Working on my projects always affords me the opportunity to learn something new," she added.

One of Tirpak's most fascinating projects to date was the deepening of the Texas City Channel, which included the removal of Civil War-era artifacts from the busy waterway.

"Working with the archeologists that helped bring up the remains of the USS Westfield from the Texas City Ship Channel is probably the most interesting assignment I've worked on," she said. "The Galveston District orchestrated an archaeological recovery of artifacts from the Civil War-era shipwreck, which included the removal of 10,000-pound Dahlgren cannon in 2009."

The recovery was part of a larger $71 million project completed in 2011 to deepen the Texas City Ship Channel from 40 feet to 45 feet to allow larger vessels to navigate the channel to transport commodities to various industries.

"By completing some of the long-term studies and positioning those projects for potential authorization and funding, or by completing a construction project such as the Texas City Channel Project, I believe my work with the Galveston District is leaving a lasting impact on the nation," Tirpak said. "I'm proud to say I helped make that happen."

Tirpak received numerous awards, including the Department of Commerce Bronze Medal Award for Superior Federal Service, the USACE Galveston Regulatory Customer Service Award, Regulator of the Year, several Department of the Army Achievement Medals and Commander's Awards for Civilian Service for her work on various projects.

A 1980 graduate of the University of New England and a 2005 graduate of the Army Management Staff College, Tirpak also is a certified scuba diver who enjoys seeing the Pittsburgh Steelers win. She also helps with her son's scouting and band activities and is involved in her local community.
