STATE DEPARTMENT STATEMENT ON U.S. PERSONNEL LEAVING YEMEN

Due to the deteriorating security situation in Yemen, the U.S. Government has temporarily relocated its remaining personnel out of Yemen. We have informed President Hadi of this step as part of our close coordination with the Yemeni government. We will continue to engage the Yemeni people and the international community to strongly support Yemen’s political transition. We also continue to actively monitor terrorist threats emanating from Yemen and have capabilities postured in the area to address them. As we have in the past, we will take action to disrupt continuing, imminent threats to the United States and our citizens.

There is no military solution to Yemen’s current crisis. We urge the immediate cessation of all unilateral and offensive military actions. We join all of the other members of the Security Council in underscoring that President Hadi is the legitimate authority in Yemen and re-emphasize our support for his efforts to lead Yemen through crisis. We call upon the Houthis, former President Ali Abdallah Salih, and their allies to stop their violent incitement that threatens President Hadi, Yemeni government officials, and innocent civilians.

We encourage all Yemeni factions to constructively engage in the UN-led political dialogue to achieve an inclusive power sharing agreement. No unilateral assertion of authority will succeed in Yemen. We urge a renewed commitment to a peaceful political transition consistent with the Gulf Cooperation Council Initiative, the National Dialogue Conference outcomes, and relevant United Nations Security Council resolutions.

We are concerned that the well-being of all Yemenis now stands threatened by increasing instability, with extremists trying to capitalize on growing volatility as witnessed in the unconscionable March 20 attacks that killed over 130 Yemeni men, women, and children. Progress in the political transition process offers Yemen the best hope to address these grave threats. The United States remains committed to supporting all Yemenis in this endeavor and to aiding those who continue to strive for a peaceful, prosperous, and unified Yemen.

READOUT: PRESIDENT OBAMA'S CALL TO PRESIDENT HADI OF YEMEN

Readout of the President’s Call with President Hadi of Yemen

President Obama called President Abdo Rabu Mansour Hadi of Yemen today to congratulate him on the successful conclusion of Yemen’s National Dialogue, a major milestone in Yemen’s political transition.  The two leaders agreed on the need for Yemen to complete the transition roadmap outlined in the Gulf Cooperation Council Initiative and to turn the National Dialogue’s vision for a more just and democratic future into reality.  The President emphasized that the United States will continue to strongly support Yemen in these endeavors.  President Obama also reiterated the U.S. government’s support for efforts to strengthen Yemen’s economy during this time of transition, so that the Yemeni people’s hard-won gains can be sustained well into the future.  The Presidents also reaffirmed their commitment to a strong security partnership, including by building the capacity of the Yemeni security services to defeat al-Qaida in the Arabian Peninsula.

TRANSITIONAL PRESIDENT OF C.A.R. WELCOMED BY U.S.

The United States welcomes the selection of Catherine Samba-Panza as Transitional President in the Central African Republic (C.A.R.). As C.A.R.'s first woman head of state since the country’s independence, and with her special background in human rights work and mediation, she has a unique opportunity to advance the political transition process, bring all the parties together to end the violence, and move her country toward elections not later than February 2015.

We also commend the Transitional National Council for conducting the selection process for the new C.A.R. Transitional President in a deliberate, open, and transparent manner that ensured the airing of a full range of views from C.A.R.’s civil society.

The United States has been deeply engaged in the work to help pull C.A.R. back from the brink, including the pivotal visits of Ambassador Power and Assistant Secretary Thomas-Greenfield less than a month ago. The United States, along with regional leaders of the Economic Community of Central African States (ECCAS), the African Union, and other members of the international community, hopes to support President Samba-Panza and call on the people of C.A.R. to work constructively with her, participate in the political process, and avoid any resurgence in violence.

U.S. ASSISTANCE TO YEMEN

The United States supports Yemen through a comprehensive strategy to promote the political, economic, and security sector reforms underpinning the Gulf Cooperation Council-brokered political transition initiative. Our focus is to enable the government to respond to the great needs and challenges facing the Yemeni people. We committed $356 million to Yemen in Fiscal Year (FY) 2012 – the largest amount of annual assistance ever provided by the U.S. government for Yemen. Our aid seeks both to address urgent needs and to facilitate Yemen’s long-term development, growth, and stability. Assisting Yemen’s transition remains a priority for the United States, and we will seek to continue providing significant support this year.

Political Transition

In coordination with the international community, including the United Nations, the United States plans to provide $10.4 million in technical and operational assistance to support the Yemeni-led National Dialogue process, slated to begin March 18. We plan to contribute $1.2 million to support constitutional reform and referendum projects. We also plan to provide $8.4 million in technical assistance to prepare for national elections in February 2014, including for reforms to Yemen’s voter registry. We are also supporting the efforts of Yemeni women to ensure their voices and perspectives contribute to Yemen’s transition.

Economic Growth and Development

The United States supports improvements in the livelihoods and economic opportunity for Yemeni citizens in line with the Yemeni-endorsed Mutual Accountability Framework (MAF). We are contributing to job creation and capacity-building of local communities through infrastructure rehabilitation, micro-finance and small enterprise support, and agriculture development. We are helping rebuild conflict-affected communities in the south. And we are supporting the improvement of Yemen’s healthcare system through programs that reduce maternal, newborn and child health mortality and morbidity, and by helping the Ministry of Public Health and Planning develop stronger maternal and child health commodity supply chains to better address treatment shortages in vulnerable communities.

Humanitarian Assistance

The United States contributed $119 million in humanitarian assistance last year to address Yemen’s pressing needs. Our aid serves to address the emergency needs of the most vulnerable populations, in coordination with the United Nation’s Yemen Humanitarian Response Plan.

Security

To sustain Yemen’s ongoing security sector reform and counterterrorism efforts throughout the transition period, the United States provided roughly $46 million in Department of State-funded security assistance to Yemen in FY 2012, as well as $112 million in Department of Defense-funded programs to train and equip the Yemeni security forces to conduct counterterrorism operations. We are also actively supporting Yemen’s security sector reorganization.
