Statement by NSC Spokesperson Ned Price on National Security Advisor Susan E. Rice’s Meeting with General Fan Changlong

National Security Advisor Susan E. Rice met on June 12 with General Fan Changlong, Vice Chairman of the Central Military Commission of China, at the White House.  Ambassador Rice and General Fan agreed to strengthen coordination in developing a more sustained and productive military-to-military relationship.  They reaffirmed their commitment to deepen cooperation in addressing regional and global challenges, including by increasing coordination in the areas of humanitarian assistance and disaster response.  Ambassador Rice underscored the importance of strengthening risk reduction measures and narrowing areas of disagreement, including on maritime and cyber issues.

WHITE HOUSE STATEMENT ON U.S. MILITARY OPERATION INSIDE OF SYRIA

Statement by NSC Spokesperson Bernadette Meehan on Counter-ISIL Operation in Syria

Last night, at the President’s direction, U.S. personnel based out of Iraq conducted an operation in al-Amr in eastern Syria to capture an ISIL senior leader known as Abu Sayyaf and his wife Umm Sayyaf.  During the course of the operation, Abu Sayyaf was killed when he engaged U.S. forces.

Umm Sayyaf was captured and is currently in U.S. military detention in Iraq.  The operation also led to the freeing of a young Yezidi woman who appears to have been held as a slave by the couple.  We intend to reunite her with her family as soon as feasible.

No U.S. personnel were killed or injured during this operation.

Abu Sayyaf was a senior ISIL leader who, among other things, had a senior role in overseeing ISIL’s illicit oil and gas operations – a key source of revenue that enables the terrorist organization to carry out their brutal tactics and oppress thousands of innocent civilians.  He was also involved with the group’s military operations.  We suspect that Umm Sayyaf is a member of ISIL, played an important role in ISIL’s terrorist activities, and may have been complicit in the enslavement of the young woman rescued last night.

The President authorized this operation upon the unanimous recommendation of his national security team and as soon as we had developed sufficient intelligence and were confident the mission could be carried out successfully and consistent with the requirements for undertaking such operations.  This operation was conducted with the full consent of Iraqi authorities and, like our existing airstrikes against ISIL in Syria, consistent with domestic and international law.

We are working to determine an ultimate disposition for the detainee that best supports the national security of the United States and of our allies and partners, consistent with domestic and international law.  We will follow our usual practice with respect to giving the ICRC notification and access to the detainee.

As Commander-in-Chief, the President is grateful to the brave U.S. personnel who carried out this complex mission as well as the Iraqi authorities for their support of the operation and for the use of their facilities, which contributed to its success.  The United States will continue to stand shoulder-to-shoulder with our Iraqi partners in our effort to degrade and ultimately destroy ISIL.

NSC STATEMENT ON CONCLUSION OF OPERATION DECISIVE STORM IN YEMEN

Statement by NSC Spokesperson Bernadette Meehan on the Conclusion of Operation Decisive Storm

The United States welcomes the decision by the Government of Saudi Arabia and its coalition partners to conclude Operation Decisive Storm in Yemen.  With this announcement, we look forward to a shift from military operations to the rapid, unconditional resumption of all-party negotiations that allow Yemen to resume an inclusive political transition process as envisioned in the GCC Initiative, the National Dialogue outcomes, and relevant UN Security Council resolutions.  We also welcome the United Nations continuing to play a vital role in facilitating the political talks and look forward to the United Nations announcing a location for the talks in the very near future.

We strongly urge all Yemeni parties, in particular the Houthis and their supporters, to take this opportunity to return to these negotiations as part of the political dialogue.  Having bravely and resolutely sought a democratic political transition, the Yemeni people deserve the opportunity to hold a peaceful debate about their new constitution, to participate in a credible and safe constitutional referendum, and to vote in free and fair national elections.

We commend the commitment of King Salman of Saudi Arabia to provide $274 million in emergency humanitarian relief to Yemen.  We also strongly support the commitment of the Government of Saudi Arabia and its coalition partners to facilitate the provision of humanitarian and medical aid to those displaced and injured by the fighting.  We look forward to this transition from Operation Decisive Storm significantly increasing the opportunities for international and Yemeni humanitarian organizations to access and deliver assistance to the Yemeni people.

The United States reiterates the obligation of all nations to abide by the provisions of UN Security Council Resolution 2216 that prohibit the supply of arms or other related materiel to key Houthi leaders, as well as former president Ali Abdallah Saleh, his son, and those acting at their direction.  The United States will continue to support efforts to build international cooperation to seek to prevent violations of this resolution, including through enhanced maritime monitoring and inspection by international partners.

At the same time, we will continue to closely monitor terrorist threats posed by al-Qa’ida in the Arabian Peninsula and to take action as necessary to disrupt continuing, imminent threats to the United States and our citizens. AQAP and other terrorists have sought to benefit from the deterioration of the political and security situation in Yemen, and we strongly believe it is in the interests of the Yemeni people to unite to confront the shared terrorist threat to their country.

NSC STATEMENT ON YARMOUK REFUGEE CAMP SITUATION

Statement by NSC Spokesperson Bernadette Meehan on the Situation in Yarmouk Refugee Camp

We welcome UN Secretary General Ban Ki-moon’s statement on the situation in Yarmouk refugee camp, and join him in calling for an end to hostilities, access for humanitarian assistance, and safe passage for civilians who wish to escape safely.

The Yarmouk camp has been besieged by the Syrian regime for nearly two years, and its residents have been denied access to food, potable water, and medical supplies.  Those Palestinian refugees living inside the camp are now caught between ISIL and the Syrian regime, which continues to indiscriminately attack civilians, including with artillery and barrel bombs, in violation of UN Security Council Resolution 2139.

All parties must comply with their obligations under international humanitarian law.  The siege of Yarmouk must be lifted and the safe evacuation of civilians must be allowed.  Civilians who manage to leave Yarmouk must be granted immediate and safe passage; families must not be separated; and departing civilians must not be detained.  We further call on the Syrian regime to halt aerial bombardment in order to allow civilians to leave the camp.

We applaud the efforts of the UN Relief and Works Agency to help protect civilians in Yarmouk.  Across Syria, more than 440,000 people are trapped in communities besieged by the Syrian Regime, ISIL and other armed groups.  The terrible toll the war has taken on Syria’s civilians underscores the urgent need for a political solution to end the fighting.  It also highlights the profound need for the perpetrators of sieges and atrocities against the civilian population to be held accountable.

NSC SPOKESPERSON MAKES STATEMENT ON YEMEN

Statement by NSC Spokesperson Bernadette Meehan on the Situation in Yemen

The United States strongly condemns ongoing military actions taken by the Houthis against the elected government of Yemen.  These actions have caused widespread instability and chaos that threaten the safety and well-being of all Yemeni citizens.

The United States has been in close contact with President Hadi and our regional partners.  In response to the deteriorating security situation, Saudi Arabia, Gulf Cooperation Council (GCC) members, and others will undertake military action to defend Saudi Arabia’s border and to protect Yemen’s legitimate government.  As announced by GCC members earlier tonight, they are taking this action at the request of Yemeni President Abdo Rabbo Mansour Hadi.

The United States coordinates closely with Saudi Arabia and our GCC partners on issues related to their security and our shared interests.  In support of GCC actions to defend against Houthi violence, President Obama has authorized the provision of logistical and intelligence support to GCC-led military operations.  While U.S. forces are not taking direct military action in Yemen in support of this effort, we are establishing a Joint Planning Cell with Saudi Arabia to coordinate U.S. military and intelligence support.

At the same time, the United States continues to closely monitor terrorist threats posed by al-Qa’ida in the Arabian Peninsula and will continue to take action as necessary to disrupt continuing, imminent threats to the United States and our citizens.

We strongly urge the Houthis to halt immediately their destabilizing military actions and return to negotiations as part of the political dialogue.  The international community has spoken clearly through the UN Security Council and in other fora that the violent takeover of Yemen by an armed faction is unacceptable and that a legitimate political transition – long sought by the Yemeni people – can be accomplished only through political negotiations and a consensus agreement among all of the parties.

Statement by NSC Spokesperson Bernadette Meehan on Assistant to the President for Homeland Security and Counterterrorism Lisa O. Monaco’s Meeting with French Minister of the Interior Bernard Cazeneuve

Today, Assistant to the President for Homeland Security and Counterterrorism Lisa Monaco concluded a series of meetings with French security officials to discuss way to strengthen counterterrorism cooperation in the wake of the tragic terrorist attacks in Paris earlier this month. During her meeting with French Minister of the Interior Bernard Cazeneuve, the two discussed opportunities to enhance strong and ongoing U.S.-French cooperation to disrupt terror plots and prevent future attacks. Ms. Monaco reviewed information from U.S. law enforcement and intelligence channels that has been shared with French authorities, and Minister Cazeneuve gave an overview of the attacks. Minister Cazeneuve thanked Ms. Monaco for unwavering U.S. support to France in the aftermath of the attacks, expressing appreciation for intelligence and law enforcement cooperation, President Obama’s strong statements of support, calls to President Hollande on January 7 and 20, and the President’s visit to the French Embassy in Washington, D.C. on January 8 immediately following the attack. Ms. Monaco reiterated that the United States will continue to support France in its investigation as French authorities work to identify, apprehend, and bring to justice those who helped plan or enable these attacks. They also discussed governmental responses in addressing the full life cycle of radicalization and programs to prevent violent extremism.

NSC STATEMENT ON U.S. CANDIDACY AS AN EXTRACTIVE INDUSTRIES TRANSPARENCY INITIATIVE CANDIDATE

Statement by NSC Spokesperson Caitlin Hayden on U.S. Admittance as an Extractive Industries Transparency Initiative Candidate Country

We are pleased that today the International Board of the Extractive Industries Transparency Initiative (EITI) accepted the U.S. Candidacy Application at their Board Meeting in Oslo, Norway.

Two years ago, at the launch of the Open Government Partnership, President Obama announced the U.S. commitment to implement EITI, an international standard aimed at increasing transparency and accountability in the payments that companies make and the revenues governments receive for their natural resources such as oil, gas, and mining.

The United States is first G-8 country to achieve candidate status and become an EITI implementing country, joining a group of 41 countries around the world that are working actively to improve the management of their oil, gas, and mining sectors.

As an EITI Candidate Country, the United States, through the Department of the Interior, will continue its work toward increasing revenue transparency and accountability in relevant industry sectors, ensuring that American taxpayers receive every dollar due for the extraction of the nation’s natural resources, and making the U.S. government more open and more accountable to the American people.

NSC SPOKESPERSON'S REMARKS ON U.S.-IRAQ ENERGY MEETING

Statement by NSC Spokesperson Caitlin Hayden on the U.S.-Iraq Energy Joint Coordination Committee Meeting

In November of last year, as part of the Higher Coordinating Committee meeting, Vice President Biden and Prime Minister Maliki committed to strengthening the U.S.-Iraq energy partnership and supporting the continued increase of Iraq’s energy supply to the global markets.  Following on that meeting, today in Baghdad, Deputy Secretary of Energy Daniel Poneman and Special Envoy and Coordinator for International Energy Affairs at the State Department Carlos Pascual co-chaired the Energy Joint Coordination Committee with Iraqi Deputy Prime Minister Dr. Hussain Al Shahristani. These meetings provided an important opportunity for the Governments of Iraq and the United States to further our cooperation to strengthen and secure energy infrastructure, develop natural gas resources and reduce gas flaring, support improvements in electricity generation, and examine the roles efficiency and renewable energy can play in meeting Iraqi energy needs. The United States and Iraq remain committed to the development of Iraq’s electricity, oil, and gas sectors in an effort to build a strong economy that is capable of meeting the needs of the Iraqi people and bringing greater stability to world markets. We look forward to hosting the next Joint Coordination Committee on Energy meeting in Washington on a date to be agreed later.

NSC SPOKESPERSON MAKES STATEMENT ON UK SHIFT TOWARD CLEANER ENERGY

Statement by NSC Spokesperson Caitlin Hayden on UK Announcement on Clean Energy

We are delighted that the United Kingdom is joining the United States in shifting public financing toward cleaner energy sources.  This is an important component of President Obama's Climate Action Plan, and we look forward to working with the UK to encourage other countries to implement similar polices.

The President’s Climate Action Plan calls for an end to U.S. support for public financing of new coal-fired power plants overseas except for plants deploying carbon capture and sequestration technologies or in the world’s poorest countries, and encourages other countries to adopt similar policies.
