DOD LAB DAY AND NEW WARFIGHTER TECH

First DoD Lab Day Shows Off Warfighter Technology

WASHINGTON, May 14, 2015 – Robots, medical advances, high-tech versions of warfighter tools and more were on display today at the Pentagon during the Defense Department’s first “Lab Day.”

Some of the department’s top officials also were there, including Deputy Defense Secretary Bob Work and Undersecretary of Defense for Acquisition, Technology and Logistics Frank Kendall, who hosted the event.

The event began this morning, with dozens of booths lining the roads and sidewalks in the Pentagon’s center courtyard and the south parking area. The booths held exhibits highlighting the research and development work of Army, Navy and Air Force laboratories and medical scientists.

Kendall said today’s Lab Day is the first in an ongoing outreach campaign that ties together science and technology efforts across the defense research and engineering enterprise.

Three Big Reasons

“We're gathered here today for three big reasons,” Kendall told an audience that included service members, DoD employees, members of Congress, local science and technology high-school students, media and special guests.

“We wanted to show the groundbreaking work going on at DoD labs, recognize the best of the best, and showcase the specific projects and demonstrations that we're working on in the world of science and technology,” he said.

Kendall said the department has thousands of scientists working at DoD labs in 22 states, producing things such as the Internet, the Global Positioning System, car and truck back-up sensors, Ebola virus disease containment, a mobile capability for destroying chemical material stockpiles, night-vision goggles, emergency-room best practices, and more.

“What we see today is innovation in the foreground,” Kendall said.

Depending on Technology

The department and its warfighters depend on so many different technology areas, and in those areas the United States must be stay ahead of everyone else, he added.

In Kendall’s tour of the exhibits, he saw aerospace technology, safer helmets and other personal protection gear, and advances in autonomy such as the Navy's unmanned jet ski; the Marine Corps’ semi-autonomous robots for reconnaissance, surveillance and target acquisition; and the Air Force's remotely piloted “Vigilant Spirit.”

“All these things and many more allow our warfighters to have the cutting-edge capabilities they really need,” Kendall said, “and laboratory innovation is at the forefront of that.”

In his remarks, Work welcomed Lab Day participants on behalf of Defense Secretary Ash Carter, who is at Camp David, Maryland, today meeting with members of the Gulf Cooperation Council.

Special Welcome

“He wanted me to extend his personal thanks for all of you for coming out today, and his personal thanks for everything that you do,” Work said, adding a special welcome for the local high-school STEM -- science, technology, engineering and math -- students.

“You represent the next generation of scientists and engineers,” Work told them. “You’re going to help out the country no matter what, but we hope that after seeing some of the things here today you might at least contemplate coming into the Department of Defense and helping us solve many of the problems we're facing.”

Even more exciting than the advanced technology he saw today were the young people who demonstrated and explained the technology, Work said.

Warfighting Edge

“They represent the best that our country has to offer,” the deputy secretary added. “They help give our service members a warfighting edge and they help keep our country and all of our citizens safe.”

During his tour of the exhibits, Work said he saw advanced armor, new night-vision devices and lifesaving medical instruments, all demonstrating the leading edge of technology.

“You represent the best of about 38,000 scientists and engineers in more than 60 DoD labs across the country, he added, noting that the scientists “work hard every day to ensure that we retain our technological superiority, to prepare us for an uncertain future and accelerate capabilities that we need to get into the hands of our warfighters.”

Work added, “I firmly believe as does Secretary Carter that we must continue to innovate to protect our country.”

Scalable Quantum Network

Work recognized a combined team of scientists and engineers from the Army, Air Force and Navy research labs, who won a $45 million award to the Joint U.S. Service Laboratories to develop the first U.S prototype of a scalable quantum network with memory.

The three-year award is funded by the Office of the Assistant Secretary of Defense for Research and Engineering’s Applied Research for the Advancement of S&T Priorities, or ARAP, program.

Quantum-physics-based computing could increase by a billion-fold computing capability critical to accelerating the building-blocks for game-changing capabilities in command, control, communications, computers, intelligence, surveillance and reconnaissance, called C4ISR, according to the award document.

The service research labs are collaborating to demonstrate the feasibility of the fully integrated quantum-memory technology.

Focus on Emerging Technologies

“One hundred years ago quantum mechanics was discovered and our understanding of it has developed over the last decade,” Work explained. “It’s the foundation of almost all of our modern technology, and this team is trying to figure out how to encrypt and then transmit information across long-range military networks for the warfighter in a provably secure and robust fashion.”

Kendall, who announced the winners of the award during his comments, said that under the ARAP program, the department focuses on emerging technologies that could impact future operational capabilities.

DoD Officials Discuss Science, Technology Budget

WASHINGTON, April 24, 2015 – The Defense Department has maintained a steady $12 billion investment in science and technology and is using new initiatives to boost innovation and military superiority, defense officials told a Senate panel April 22.

Frank Kendall, undersecretary of defense for acquisition, technology and logistics, testified before the Senate Appropriations defense subcommittee on the DoD budget request for fiscal year 2016.

Joining him were Alan Shaffer, acting assistant secretary of defense for development, research and engineering, and Steven Walker, deputy director of the Defense Advanced Research Projects Agency, or DARPA.

The department’s science and technology budget request for fiscal year 2016 is $12.2 billion, Kendall said.

Steady Investment

“Over the last several years we have maintained, despite all the budget fluctuations, a fairly steady investment in terms of technology,” he said.

The department is committed to pursuing innovation in all its dimensions, said Kendall, adding that Defense Secretary Ash Carter endorsed the Defense Innovation Initiative unveiled last fall, and yesterday at Stanford University the secretary announced steps the department will take to foster innovation.

Kendall’s efforts cover the broader DoD acquisition enterprise, and two weeks ago he announced final details and implementation guidance for Better Buying Power 3.0.

“The Better Buying Power label originated when Dr. Carter was undersecretary for acquisition, technology and logistics … but it's really a collection of initiatives that has evolved over time,” Kendall said.

Improving DoD Acquisition

The initiatives are designed to incrementally improve the acquisition system’s performance, he said.

The acquisition system includes not only major DoD programs, Kendall said, “but everything -- all the things we contract out for, all the things the department acquires … and services are more than half of the things we contract out for. And it certainly includes our science and technology investments.”

Kendall said the most recent version focuses on innovation, technical excellence and technological superiority, and on taking steps to spur innovation and get the greatest value from research and development and from new innovation sources.

The efforts, he added, include science and technology accounts, DARPA's budget, the work of DoD labs, contracted research and development,
reimbursable independent research and development conducted by industry, the Small Business Innovation Research Program, and others.

Incentivizing Industry

Several BBP 3.0 provisions are designed to incentivize industry, Kendall said.
“One of them is … to tell industry how much we're willing to pay for enhanced performance,” he said.

Normally when the department asks for a weapon system proposal, it sets a level of threshold performance that is the minimum it will accept, Kendall explained. DoD also sets an objective -– the performance it desires and that comes with a higher price, he said.

“Industry almost uniformly bids to the threshold level and ignores the objective because the threshold level is always cheaper,” he added, noting, “It's less capable and that goes with [the lower] cost.”

The undersecretary said the department is starting to communicate to industry “how much more we're willing to pay for that higher level of performance. Industry can then make an informed judgment about whether or not to invest in technology that will get to that level of performance.”

Without that information, Kendall said, there's no incentive for industry.
More Creative Products

“We're trying to involve industry earlier-on in concept definition and requirements formulation so we have an interaction with industry.” Kendall said. “We give industry a head start … to work on how they would satisfy our requirements.”

In general, he added, “we're trying to align our financial incentive structure with the things we want. In this case, what we want is innovation -- more creative, more capable products that we can get to the warfighter.”

In his remarks, Shaffer said his office has revised the way it plans and executes the science and technology program through Reliance 21.

Reliance 21 is “an oversight construct that has created communities of interest, bringing scientists working in specific technology areas together to jointly plan and execute their departmentwide program in a more effective way,” he said.

Defense Innovation

Shaffer said his office also is directly involved in the Defense Innovation Initiative and in many specific initiatives under BBP 3.0.

He said the DII is a departmentwide effort to identify and invest in novel ways to sustain and advance military superiority for the 21st century and improve business operations.

Under BBP 3.0, he said, “we are more tightly coupling acquisition requirements and the intelligence community to more dynamically adjust to changes in potential threats,” and addressing barriers to adopting commercial technology in systems and capabilities.

Shaffer said his office is increasing its use of prototypes and experimentation departmentwide to reduce technical risk early in a program cycle and to see how systems will operate. The office also is expanding the use of modular open-systems architecture to stimulate innovation.

Breakthrough Technologies

In his remarks to the panel, Walker said DARPA’s role is to make early pivotal investments that help develop breakthrough technologies for national security.
Walker highlighted two programs that DARPA is working on with the Air Force, both in hypersonics –- referring to a flow of air with a Mach number greater than five. This means the flow speed is more than five times the speed of sound, he explained.

One program is the Tactical Boost Glide system, Walker said.

This DARPA-Air Force effort will develop and demonstrate technologies to enable air-launched tactical-range hypersonic boost glide systems, including a flight demonstration.

Basically, Walker said, “you boost it with a rocket and glide the system to the target.”

Tactical Hypersonics

The second DARPA-Air Force effort is the Hypersonic Air-breathing Weapon Concept, designed to enable transformational changes in responsive, long-range strike against time-critical or heavily defended targets.

“You also boost that concept,” Walker said, “that you then take over with the air-breathing scramjet engine on board and that also hits its target.”

This program, according to DARPA, seeks to advance air vehicle configurations capable of efficient hypersonic flight, enhance hydrocarbon scramjet-powered propulsion to enable sustained hypersonic cruise, develop affordable system designs and manufacturing approaches, and more.

“What [hypersonic speeds] buy you is a strike capability for time-critical targets from long-standoff ranges,” Walker said.

“If we can pull that hypersonic technology into a weapon-system concept … at the end of these programs the Air Force would be ready to go off into an acquisition program on those systems -- potentially, if we're successful. That's really the future,” he added.

The Sequestration Threat

During the hearing, Kendall told the panel that one threat to U.S. military superiority is “one of our own making. It is the threat of sequestration.”

In the fiscal year 2016 DoD budget request, the department is asking for funding that is well above sequestration levels, he said.

“We are trying to recover some of the readiness that was lost when sequestration was implemented in 2013. We are also trying to acquire some of the capability we need to maintain to remain competitive,” said Kendall, adding that the department is requesting increases in its investment accounts, research and development, and procurement, of about $20 billion.

“Sequestration would force us to prioritize pressing near-term needs at the expense of these investments, preserving capability now but increasing our risk in the future,” he said, adding that uncertainties about future budgets make effective planning nearly impossible.

“We urge you to permanently repeal the threat of sequestration,” Kendall told the senators. “Removing this specter would do more than any other single act to spur innovation and preserve our military technological superiority.”

Carter Seeks Tech-sector Partnerships for Innovation

WASHINGTON, April 23, 2015 – Defense Secretary Ash Carter announced new partnership initiatives today on the first day of a two-day visit to California’s Silicon Valley to learn from experts who run some of the highest-tech companies in one of the nation’s innovation hotspots.

At Stanford University, where he recently served as a distinguished visiting fellow at the Hoover Institution and a lecturer at the Freeman Spogli Institute for International Studies, Carter delivered the annual Drell Lecture, titled “Rewiring the Pentagon: Charting a New Path on Innovation and Cybersecurity.”

The lecture, sponsored by the Stanford Center for International Security and Cooperation, is named for Dr. Sidney Drell, a theoretical physicist and arms-control expert who cofounded the center.

When Carter became defense secretary, he told the audience, one of his top commitments was to the future -- to stay ahead of a changing world, to remain competitive, to attract new generations to the mission of serving the country, and to stay abreast of technology.

Commercially Driven Technology

To begin leveraging commercially driven technology, he said, the Defense Department wants “to partner with businesses on everything from autonomy to robotics to biomedical engineering and 3-D printing; power, energy, propulsion to distributed systems, data science [and] the Internet of things.”

Over the years, Carter said, products developed in Silicon Valley and across the tech community have enabled transformation, progress, opportunity and prosperity across all economic and social sectors, including national defense.

“It’s made many things easier, cheaper and safer,” he added.

“But in recent years it’s become clear that these same advances and technologies also present a degree of risk to the businesses, governments, militaries and individual[s] who rely on them every day … making it easier, cheaper and safer to threaten them,” the secretary said.

The same technologies DoD uses to target cruise missiles and jam enemy air defenses can be used against U.S. and allied forces, and they’re available to the highest bidders, he noted, asking, “How do we mitigate the risk that comes with technology while simultaneously unleashing its promise and potential?”

The answer, he said, is partnership.

Investments by DoD and government agencies have historically played a role in helping to spur ground-up technological innovation in Silicon Valley and on the Stanford campus, Carter said. Vint Cerf, father of the Internet, did that work and more while he was a Stanford assistant professor and a researcher at the Defense Advanced Research Projects Agency, the secretary said.

DoD-funded Innovation

The Global Positioning System began as a defense-driven project, work on Google’s search algorithm was funded by a National Science Foundation grant, and most technologies used throughout Silicon Valley can be traced back to government or DoD research and expenditures, Carter said. “Developers of multitouch [interaction] worked together through a fellowship funded by the National Science Foundation and the CIA,” he added.

“iOS’s Siri grew out of … decades of DARPA-driven research on artificial intelligence and voice recognition, [and] a specific DARPA project funded through [SRI International, formerly the Stanford Research Institute] to help develop a virtual assistant for military personnel,” the secretary said. “And Google’s self-driving cars grew out of a DARPA Grand Challenge.”

DoD, other federal agencies and tech companies helped to ignite the spark, Carter said, but Silicon Valley companies nurtured the flame and created unimaginable applications.

But the Defense Department still makes up half of federal research and development -- about $72 billion this year, he said. And $12 billion in R&D funds support breakthrough science and technology research at universities, companies and DoD labs across the tech community.

For example, he said, several Stanford scientists have worked with DARPA, and over the past three years, DARPA has partnered with nearly 50 different public- and private-sector research entities in Silicon Valley.

“These relationships are really valuable to us,” Carter added, “and I intend to continue to nurture them.”

Disaster-response Robots

In June, the results of such partnerships will come together during the DARPA Robotics Challenge Finals in Pomona, California.

At the competition, work on smaller sensors, pattern-recognition technology, big-data analysis and autonomous systems with human decision support will fuel a competition of 25 robots from around the world. Each human-robot team will try to navigate a simulated disaster area so that during future disasters such technology may be ready to help without putting people at risk.

But to stay competitive and stay ahead of threats, DoD must do even more, Carter said, “and that starts with our people, who are our most important asset both in Silicon Valley and in the military.”

Who they are and where they are affects the department’s ability to innovate, the secretary said, and that’s the rationale behind some initial steps he’s taking starting today to help the department attract new people with talent and expertise “and who want to contribute to the Force of the Future, even if only for a time or a project.”

In one such effort, the department is establishing a DoD branch of the U.S. Digital Service, an outgrowth of the tech team that helped to rescue healthcare.gov, the secretary said.

The team will help to solve some of DoD’s most intractable IT and data problems, Carter said, noting that “we have our very first team … already in the Pentagon working on transferring electronic health records from DoD to the [Department of Veterans Affairs].”

U.S. Digital Service

Another initiative Carter announced today takes advantage of the elements that make Silicon Valley “a nexus for innovation” -- an experimental Silicon Valley partnership called the Defense Innovation Unit-X, or DIUX. The unit will scout emerging and breakthrough technologies and build direct relationships to DoD.

This is “first-of-a-kind [partnership] for us, staffed by some of our best active-duty and military personnel, plus key people from the reserves who live here, who are some our best technical talent,” Carter said.

Building New Relationships

The team will strengthen existing relationships and build new ones while functioning as a local interface node for the rest of the department, the secretary said. Down the road, he added, “they can help startups find new work to do with DoD.”

Next, Carter said, the department will open a door in the other direction, from our best government technologies to industry and then back.

An existing program called Secretary of Defense Corporate Fellows sends about 15 DoD people a year out to commercial companies such as Oracle, Cisco, FedEx and others, he said.

“Right now we don’t effectively harness what they’ve learned when they come back, … so we’re going to try expanding that fellows program into a two-year gig -– one year in a company and one year in a part of DoD with comparable business practices,” the secretary said. “That way, we have a better chance to bring the private sector’s best practices back into the department.”

To invest in the most promising emerging technologies, Carter said, the department needs the creativity and innovation that comes from startups and small businesses.

“This is particularly important, because startups are the leading edge of commercial innovation,” he said, “and right now, DoD researchers don’t have enough promising ways to transition technologies that they come up with to application. I want to fix that too.”

Borrowing on the success of an intelligence community partnership with the independent nonprofit startup-backer In-Q-Tel, Carter said the department has proposed and In-Q-Tel has accepted a pilot project to provide innovative solutions to DoD’s most challenging problems.

The department will make a small investment with In-Q-Tel to leverage the nonprofit’s proven relationships and apply its approach to DoD, he added.

The Best Partners

“As secretary of defense, my mission is to make sure our military can defend our country … and we’re at our best when we have the best partners,” Carter said. “Knowing how we’ve worked together in the past and how critical your work is to our country, strengthening this partnership is very important to me.

“We have a unique opportunity to build bridges and rebuild bridges [in the commercial tech sector] and renew trust,” he continued. “That’s why I’m visiting some other companies here this afternoon and meeting with a group of tech leaders tomorrow. I want to learn how in the years to come a new level of partnership can lead to great things. That’s what’s possible through partnership.”

SECRETARY CARTER'S REMARKS TO CYBER COMMAND WORKFORCE

Remarks by Secretary Carter to U.S. Cyber Command Workforce at Fort Meade, Maryland

SECRETARY OF DEFENSE ASH CARTER: Thank you all. It's -- first of all, thank you, Admiral Rogers. We count ourselves very lucky to have you in charge here, and we count ourselves very, very lucky to have each and every one of you I see in front of me.

I've been learning some today about getting really updated on the development of CYBERCOM and also NSA, the two magnificent institutions represented here and that you all serve, and that we're so grateful that you serve.

This is, in fact, the first troop event I've done as secretary of defense in the United States. And there's a reason for that. And that is the importance of what you're doing to our department and our country. That should tell you something about how vital the mission is that you all have taken on, how important it is for the security of our country and, for that matter, the security of our economy and our people in their individual lives, because cyber touches all aspects of their lives.

So, if you do nothing else and get nothing else out of this encounter today, I want you to do one thing, which is to go home tonight or make a call or tweet at your family, or do whatever you people do -- (Laughter) -- but in whatever medium you use, please tell them that you were thanked today by the leadership of the department, and through us, the entire country, for what you do.

We don't take it for granted. You're what we wake up for every morning. Your service, your sacrifice, your professionalism and your welfare and that of your families is all we do. That's all we care about. And we're so, so grateful for it.

And with all that's going on in the world, from Iraq to Ukraine to the Asia-Pacific, the domain that you protect, cyberspace, is presenting us with some of the most profound challenges, both from a security perspective and from an economic perspective. The president had a cybersecurity summit a few weeks ago, in which you can see that our national leadership at every level is really seized with the need to get on top of this problem.

So cyber, which is what you do, is a marriage of the best people and the newest technology. And that being the case, and it being the case that there's a high demand for both of those things -- the best people and the newest technology across the country -- means that we, and I know this, we as a government and a department and a military need to be open to that -- those sources of good people and new technology. We need to be open in order to be good in this field.

And that means we need to build bridges to society, bridges that aren't as necessary in other fields of warfare that don't have a civilian or a commercial counterpart to the extent that this field does. So we have to build bridges and rebuild bridges to the rest of our society.

And that means we need to be open. And of course, we can't be open, given what you do, in the traditional sense. But we need to be open to new ideas. We need to be open to people we can't always tell them what we're doing, but we need to be open enough with our government so that it knows what it's doing, so that its officials can in turn turn to our people and say, "I'm sorry I can't tell you everything; you wouldn't want me to tell you everything that is being done to protect you because that would undermine our ability to protect you."

But you should trust that your senior officials and your elected officials and so forth are acting on your behalf. And I think we do have that trust and that people do understand that what you're doing for them is necessary and being done in an appropriate manner.

We need to be open generationally. We need to be open to a new generation because we need the young to be attracted to our mission. We need people who grew up with technology that was not available when I was growing up, and therefore have a sixth sense about it, which I can never have.

And that will be true when even those of you who are now the young people in front of me who are so smugly nodding your head. (Laughter) You, too, will be overcome by new technology at some point. And then also we'll need a new generation.

So our institution in general has to be an open one because we're an open society. But in order to be really good at anything, but especially good at what you do, we need to be open to a younger generation. That's incredibly (inaudible) your leaders know that. I've talked to them about that. And we know that that's the only way we're going to continue to have an elite core of people like the ones who are sitting in front of me right now.

And, you know, I actually think that in that regard, the development of the cyber workforce, which we are working on now, can be a model for other things we do in the department. The freshness of approach, the constant effort to stay up, reinvent, that your field demands is actually something we can use everywhere in the department.

So we're looking to you in a sense as a model and a trailblazer for many other things we need in the department. One of the things that I've said I'm determined to bring to our department is openness to new ideas. That's the only way that we're going to remain what we are today, which is the greatest fighting force the world has ever known. That's the way to do it going forward. And we -- we will.

For -- for the institutions that you join, be they military services or field agencies or new -- new commands, they are trying to figure out how to welcome this new breed of warrior to their ranks. What's the right way to do that? How do you fit in?

I had lunch with some of you earlier today. We were talking about how this skill set and this professional orientation fits into the traditional armed services. And of course, it doesn't fit into the traditional armed services. We have to figure out how to get it to fit in, so that you all have a full opportunity to bring to bear on your careers the expertise that you gained here and the sense of mission that you felt here, and carry it into the future.

I know that's a challenge in front of us. And you all feel it in your individual careers. And I'm determined that we together create that fit, but that comes with doing something new and different and exciting. You're going to be pathfinders, but we'll find the path together.

You are, whether you're civilians, military, contractor, all parts of our -- our workforce. We regard you as on the frontlines in the same way that last week I was in Afghanistan, and we have people on the frontlines there. It is the front line of today's effort to protect our country. And while you may not be at risk in the way that the forces are -- physical risk in the way our -- in Afghanistan, we are requiring from you a comparable level of professionalism, excellence, dedication. And I know you show all that, but we count on it, because you really are on the frontlines.

NSA and CYBERCOM, two -- one around for a long time, another one kind of brand new. A lot of people wonder what's the relationship between the two. And we pretty much have that in our heads. But the honest truth is, it's a work in progress. We're working out that relationship.

My view is that we're doing the right thing in having the leadership of those two organizations be in the same place. And one way of thinking about that is that we just don't have enough good people like you to spread around. And we need to cluster our hits as a country. And that's one of the reasons why we're going to keep these two together, at least for now.

I want you to know that in addition to thinking through how you're organized and so forth, that a big priority of mine is going to be to make sure that you're getting the training and the equipment and the resources you need. This is a very high priority area. And, you know, if you read about sequester, which is a terrible, stupid thing that we are doing to ourselves -- I have nothing good to say about it. But I think that even in the era of sequester, we understand that this mission area is one we cannot afford not to keep investing in.

And that means that that fact, together with our determination to help you chart rewarding, lasting careers in this field, those two things together ought to tell you, also, how much we value what you do.

Let me make one last point, and this is something that you all know, but it's important to remind our fellow citizens and, for that matter, the rest of the world, and that is we are -- we build our cyber mission force, it's the kind of country we are, to defend the openness of cyber space, to keep it free.

We're the ones who stand with those who create and innovate against those who would steal and destroy. That's the kind of country we are, and that's the kind of cyber force we are.

We're going to execute our mission while being as transparent as possible, because that's also who we are. And that's why I wanted my remarks to you to be public, which they are, if you see them being filmed here. That's an unusual thing for you, and I know that some of you can't be seen on television because of the nature of your work. And it's rare that media come into the premises of this organization.

But I wanted not only you to know how important we know what you do is for the country, but everyone else to hear that as well. So what that means, I suppose, is that even if you forget or are too lazy or for some other reason don't tell your family that you were thanked today, they're going to learn anyway.

(Laughter) So I suggest that you beat the media to the punch and, once again, go home, call home, call a friend and say, today I was thanked by the leadership of my department and through them by the country for what I do.

Tell them that. Thank you very much. We'll have some questions?

So, there are two microphones here, which in NSA fashion are only connected by wires to the floor. So, have at it. Any subject at all. Any question or comment.
Q: Mr. Secretary, in a budget-constrained environment, what are your top priorities?

SEC. CARTER: So, the question was, in a budget-constrained environment, what are my top priorities. And that's -- first and foremost, our people. That's got to be number one, because that's what makes our military the greatest in the world. It's people. It's also technology, it's also lots of other things, but it's principally -- it's first and foremost our people, and that's something we need to keep investing in.

Now, I know that that's not the only investment we make, and we do have to have a balanced approach to defense spending, because each of you wants not only to be adequately compensated, but you want to have other people to your left and right, as you do what you do. You want to have the best equipment. And you want to -- and you don't want to go into action without the best training.

So each of us wants to see some balance in how we spend the defense dollar.
But it's not just a matter of money. It's a matter of caring about our people, making sure that the safety and dignity of all of our people is respected, and all those things that we have responsibility for.

So, number one, for me, is people.

And the second thing I would say is we need to be an open institution. Open to the rest of -- because the way we're going to stay excellent is to be the most excellent part of society. And to do that, you have to be pulling from society the very best and the very best people.

And you guys are superb. And this is why people want to hire veterans so much, because you're all so good. That's why you're such good people to hire. And I know that's another problem, and I don't want you being hired away either. (Laughter) And I can't stop you.

But the reason that people want to hire you away is you're so darn good.
Q: Sir, you spoke of military needing to find a way to fit in within their respective branches. What are the possibilities of establishing a cyber branch of service, much like the Army Air Corps became the Air Force?

SEC. CARTER: It's a very good question. And we have asked ourselves that over time. And there may come a time when that makes sense. I think that for now we're trying to build upon our strengths. We're trying to draw from where we already are strong and not to take too many jumps, organizationally, at once.
So, you know, we're trying -- why has cyber come here at Fort Meade? Well, you know, because we didn't want to start all over again somewhere else. Because we didn't feel like we could afford to do that.

And, as I said, maybe there'll come a day when these two things will each be so strong and different, that they won't need to be in the same place. But that's not now.

There was some question initially about why we used so many uniformed people in the first place. Maybe we should be using more civilians or contractors.
We started where we thought we had strength. And I think you have to look at this as the first step in a journey that may, over time, lead to the decision to break out cyber the way that you said the Army Air Corps became the U.S. Air Force, the way Special Operations Command was created, and with a somewhat separate thing, although that still has service parts to it.

And so, we're trying to get the best of both. You know, our armed services give us hundreds of years of proud tradition, a whole system of recruiting, training and so forth. So it's a pretty -- it's not something you walk away from lightly and said, well, I'm going to start all over again.

So, it may come to that, and I think it's an excellent question. It's a very thoughtful question. And we have given some thought to that. And for right now, we're walking before we run.

But it may -- that's one of the futures that cyber might have.

Q: Good afternoon, Mr. Secretary. My question, sir, is in regard to cyber and authorities. Going forward, sir, a vast amount of our work is done with network administrators across the DoDIN [DoD Information Network]. Currently, sir, most of the products we report are recommendations, if you will, sir.

What is your vision, going forward, to make those recommendations more of a requirement for those network administrators?

SEC. CARTER: That's a very insightful question also. It is -- it gets down to a fundamental issue here, and let's be -- let's just put it right out on the table, because that's what you're getting at.

The information networks that it is CYBERCOM's first responsibility to protect are our own DOD networks, because there's no point in my buying all these ships and planes and tanks and everything, and none of them is going to work and our kids aren't going to work, unless there are networks that stitches the whole thing together, enables the whole thing. We've got to -- got to -- got to make our networks secure.

And the protectors don't own the networks. So if you're a cyber mission team and you fall in on a network, you find, well, you know, there's a whole bunch of people who work on this network. They set it up, and they're responding to other needs than security. They're responding to people calling the help desk and driving them crazy with one little problem or another they can't figure out, people who want more, more, more; want faster, this isn't working, I want to add some people.

So they're trying to juggle lots of needs. Many of them are administering networks that are outdated and that have been around for a long time and are a little long in the tooth and so forth.

And so, there's going to be a tension between those who are called upon to protect the networks and those who own and operate the networks. And I understand that. And we think we go into this with our eyes wide open.

But the -- I mean, I'm going to stand -- I can tell you this, I'm going to stand with you on the side of requiring protection, because it's not -- it's not adequate network administration to downplay security. You are laying the warfighter open to risk.

And we can't have that. And I -- you know, you put it this way, if all the network owners and operators were good at protecting themselves, we wouldn't have to, right, have these -- these national mission force protectors.

But it's -- they're not. And it's actually not reasonable for them all to be because that's not their first area of expertise. And we -- so we're counting on this sort of extra proficient group of people to fall in on them and help them.

But there'll always be a little tension when you show up at the door, and they've got a problem. And but you've got to do what you've got to do, because they are no good to us if they're penetrated or vulnerable.

I think that's all I can take for right now.

DOD LOOKS TO 'LONG-RANGE RESEARCH AND DEVELOPMENT PLAN'

DoD Seeks Novel Ideas to Shape its Technological Future

WASHINGTON, Feb. 24, 2015 – The Defense Department is seeking novel ideas to shape its future, and officials are looking to industry, small business, academia, start-ups, the public –- anyone, really –- to boost its ability to prevail against adversaries whose access to technology grows daily.

The program, called the Long-Range Research and Development Plan, or LRRDP, began with an Oct. 29 memo by DoD acquisition chief Frank Kendall.
The memo said the LRRDP will identify high-payoff enabling technology investments that could help shape future U.S. materiel investments and the trajectory of future competition for technical superiority. The plan will focus on technology that can be moved into development programs within the next five years.

Full and Immediate Support

“This effort is of the highest priority and requires full and immediate support from across the department,” Kendall wrote.

On Jan. 28, the department published a request for information, seeking to identify current and emerging technologies or projections of technology-enabled concepts that “could provide significant military advantage to the United States and its partners and allies in the 2030 timeframe.”

During a recent media roundtable here, LRRDP program lead Stephen P. Welby, deputy assistant secretary of defense for systems engineering, said the RFI deadline has twice been extended, and that more than 300 responses have come in.

“We have gotten some very talented folks replying to the RFI,” Welby said. Ideas are coming from small businesses, from traditional defense sources, and “some from surprising places we hadn't thought might respond,” Kendall said. “And that's exactly what we're hoping to get from this,” he added.

Defense Innovation Initiative

The LRRDP is part of the larger Defense Innovation Initiative, an effort to harness the brightest minds and cutting-edge technology to accelerate the way the department innovates and operates.

Deputy Defense Secretary Bob Work is managing and integrating the initiative’s five technology areas, one of which is the LRRDP. In a summer meeting, Welby said, Work “introduced and drew out a historical analogy to where we are today.”

In 1973, the nation was moving out of the Vietnam War, where the military had been focused on counterinsurgency. Budgets were declining. And the Soviets, among other things, gradually had begun to build up their strategic nuclear forces, Work said during a January speech.

In the summer of 1973, with the dangers of nuclear escalation growing, what would later become the Defense Advanced Research Projects Agency, or DARPA, launched the first LRRDP program to give the president and the joint force better tools for responding to a Warsaw Pact attack, the deputy secretary said.

The group recommended going after conventional weapons with near-zero miss capability -- “a very simple idea that had profound implications throughout the entire defense program,” he added.

In 1977, the DoD leadership directed DARPA to integrate all of the promising military technologies into a system of systems for deep attack. The program, Assault Breaker, called for aircraft with light-area-sensor cueing and surface-to-surface ballistic missiles that could dispense a blanket of anti-armor submunitions.
Picking a Competitive Advantag
e

Assault Breaker demonstrated its capabilities in 1982 at the White Sands Missile Range in New Mexico, and Work said the Soviets were watching.

“The implications of that single demonstration … really caused them to pause,” he added.

Ultimately, Assault Breaker led to development of the Air Force’s 17 E-8 Joint Surveillance Target and Attack Radar System, or JSTARS, aircraft, its air-to-ground BLU-108 sensor-fuzed weapon with terminally guided submunitions, and the long-range, surface-to-surface Army Tactical Missile System called ATACMS.

“We had picked a competitive advantage that we knew our adversary, the Soviets, could not duplicate and therefore injected uncertainty in their minds, changing their war-fighting calculus,” Work explained.

The joint force took over Assault Breaker, the deputy secretary said, “and we continued to build [the advanced capability] even in an era of declining budgets, starting in 1985.”

Demonstrating the Capability

U.S. forces demonstrated the capability, including that of the E-8C JSTARS side-looking airborne radar system with moving target indication, to the rest of the world in 1990 and 1991. This was during Operation Desert Storm, Work said, “when the Iraqi heavy formations built on the Soviet model were virtually reduced to an array of targets.”

Forty-two years after the plan’s inception, the second iteration of LRRDP is still accepting idea submissions, Welby said, noting that the LRRDP program page at the department’s Innovation Marketplace website features a conspicuously placed green box that says, “Share your ideas.”

Submissions should focus on technology-enabled capabilities that could to enter formal development in the next five to 10 years, the RFI says, offering military advantage during the 2025 to 2030 timeframe.

The LRRDP is looking for relatively mature technologies that can be applied in novel ways for a new kind of system capability, emerging technologies that can quickly be turned to new military capabilities, or technologies for nondefense applications that can offer new military capabilities.

Technology Priorities

Five technology priority areas include space, undersea technology, air dominance and strike, air and missile defense, and other technology-driven concepts.

When program officials find an idea interesting, one of five teams will be sent to speak with the submitting person or company, Welby said, adding that in mid-summer, the best ideas will be shared with Defense Secretary Ash Carter.
“The customer for this is the leadership of the department,” he said, “to help them think through the future and think differently about what the world's going to look like.”

WASHINGTON, Dec. 3, 2014 – The Defense Department seeks technology and innovative ideas as part of its Long Range Research Development Plan within the Defense Innovation Initiative, a broad effort that examines future capabilities, dominance and strategy, a senior DoD official said Nov. 24.

The newly-released LRRDP Request for Information will provide a way for DoD technology scouts to collaborate with industry, academia, and the general public to explore topics and ideas to better identify the “art of the possible,” said Deputy Assistant Secretary of Defense for Systems Engineering Stephen P. Welby.

“We’re interested in getting the broadest set of folks, the brightest minds we can find, to come help us on this effort,” Welby said. “We’re hoping that by casting this wide net, we’ll be able to harness the creativity and innovation going on in the broader ecosystem and help us think about the future department in a new way.”

Domains of Interest

Specific military domains of interest, he said, include space, undersea technologies, affordable protective systems against precision-guided munitions threats, air dominance and strike capability possibilities, ecologically and biologically inspired ideas and human-computer interaction.

“We expect the topics and ideas that come back will inform our science and technology planning and we’re mining that whole space,” Welby said.

He described a “small, agile team” of bright government officials who’ve been charged to engage industry, academia, not-for-profits, small businesses and the general public to help the department explore future possibilities. Inputs will also be accepted from allies and international partners who may have unique perspectives or contributions to the effort.

Officials expect the seven-month study to yield results in time to brief the defense secretary by mid-2015 and influence future budget and offset technology decisions, Welby said.

DoD’s Future

“The key opportunity out of this whole effort is to start a discussion,” he said. “We’re asking questions about people, business practices, but particularly … about technology, what we need to drive the future of the department.”
Deputy Secretary of Defense Robert O. Work will oversee the program as part of the overall effort to explore how technology can be incorporated with future DoD strategy and capabilities.

Pentagon officials noted a justified urgency in reviewing the future systems and architectures to maintain dominance over competing investments around the globe.

“There is no better time to look at the long-range strategy we’re taking to invest in technologies that will make a difference,” Welby said.
Capability Breakthrough in the 1980s

During the 1980s, Welby said, DoD found itself facing the Soviets and recognized there was a better way to confront the issue rather than a “tank-versus-tank” military buildup.

“The big breakthrough in that time period was introduction of precision weapons … and technology that allowed us to replace quantity with very precise technology-driven capabilities,” Welby said.

That, he said, has been the key driver in the way the nation has conducted itself in the national security environment for more than 40 years.

“People have understood our playbook,” Welby said. “Adversaries are now building systems that look to blunt particular United States’ advantages and we’d like to revisit that.”

Efforts in 1973 included the original Long-Range Research and Development Plan, which ushered in nascent digital technologies, early iterations of global positioning systems and the beginnings of the future Internet.

Today, he said, DoD faces challenges posed by globalization and technologies driven by both the military and commercial sectors.

“We’re now asking broader questions like, ‘How does the United States maintain its … lead against the entire path of technology and innovation going on globally?’” Welby said.

Maintaining a compelling U.S. advantage in technology is critical, he said.
DoD’s long-range plan, Welby said, will focus on “near-peer competitors,” state actors and a broader scope of conventional deterrence, namely key technologies that will enable the protection of U.S. interests and freedom of movement, and deter future aggression into the 2025 timeframe.

U.S. MILITARY LOOKING FOR NEXT-GEN TECHNOLOGIES

DoD Seeks Next-generation Technologies, Kendall Says

WASHINGTON, Oct. 7, 2014 – The Defense Department is starting a long-range research and development initiative intended specifically to deliver technologies capable of providing the next generation of dominance on the battlefield, the undersecretary of defense for acquisitions, technology and logistics said today.

The study is modeled after a similar one conducted in the 1970s that ultimately led to many of the technologies being used today, Frank Kendall told an audience at the International Test and Evaluation Symposium in Crystal City, Virginia.

“It's time to kind of rethink what's going to give us dominance in the future,” he said, adding that he expects the program will inform next year’s budget cycle.
Individual technology programs have had a strategic emphasis over the years, Kendall said, but it’s time to have that same emphasis at the DoD level. “We need to think about what's going to give us the next generation of dominance on the battlefield and make sure we're focused on the things that have that potential,” he said.

The undersecretary noted the initiative will be overseen by the department’s best technical minds, including Stephen Welby, deputy assistant secretary of defense for systems engineering; Alan Shaffer, principal deputy to the assistant secretary of defense for research and engineering; Dr. Arati Prabhakar, director of the Defense Advanced Research Projects Agency; and Katrina McFarland, assistant secretary of defense for acquisition.

A revolution in military affairs

The 1970s study did a thorough job, Kendall said, noting that it yielded the idea for smart munitions and smart seekers for missile defense systems.

“With one or two exceptions, the technologies that were identified as the ones we should be focusing on were pursued and were pursued successfully,” he added. “It did the same thing, basically, in communications and in [the] electronic warfare side of communications in terms of protecting data links and so on.”
Kendall credited the initiative with “sowing the seeds” for today’s capabilities and revolutionized the efficiency of battlefield performance -- meaning fewer troops were needed to meet particular objectives.

This new efficiency was demonstrated dramatically in the first Gulf War, he said.
“We had a suite of things that included stealth -- and even the classified version of this study doesn't talk about stealth, because at the time, it was completely under wraps -- but smart munitions, wide-area sensors, networking and stealth combined are … the revolution that we unleashed on the world in the first Gulf War,” Kendall said.

The world was watching

Other countries took note of the effect technology had on the battlefields of Kuwait, he said.

“We were expected to have about 10,000 casualties in the first Gulf War and we had a few hundred. … We demonstrated the ability to take out a relatively modern conventional force very, very efficiently, very, very quickly,” Kendall said. “Nobody watched that more than the Chinese.”

Russia was watching, too, the undersecretary noted. A lot of theories were generated about what the quick victory and the successful employment of the new technologies portended, he said.

“We have ridden that set of capabilities ever since,” Kendall said. “We used it in Serbia, very effectively. We used it when we went into Afghanistan, went into Iraq, used it in Libya, we're using it right now. But a lot of time has gone by since 1991, and people have had a chance to respond. They've also had a chance to build similar capabilities.”

Nations are building smarter weapons, the undersecretary said, and those weapons are proliferating around the world.

“Nobody has a monopoly on technology,” Kendall said. “It never stands still. And once you've seen that someone else has solved the problem and knows how to do something, it's not hard for you to do the same thing as well.”
