MODERATOR: Good evening, ladies and gentlemen. I welcome you to this media interaction. As is usual, we will first have opening statements by the two dignitaries, following which they have agreed to respond to a couple of questions each. We now begin the program. May I request that External Affairs Minister of India Shrimati Sushma Swaraj to make her opening remarks.

EXTERNAL AFFAIRS MINISTER SWARAJ: Thanks. We have just completed an excellent discussion on the main areas of our partnership: security; energy; trade and investment; science and technology; regional and border issues. The extent to which our cooperation is an impact on the wellbeing of our people, our economies, and our respective regional and global interests, makes us a truly defining partnership. And the extent to which revitalized India-U.S. ties contribute to peace, security, and prosperity of our neighborhood, the Asian region and beyond, makes our relationship truly strategic.

We recognized that today, both sides stand at an important turning point. Today, we can once again realize the latent potential of our partnership, which is based on common fundamental values and converging long-term strategic interests.

Secretary Kerry and Secretary Pritzker were generous in their assessment of what our new government will be able to do to realize the expectations of our people. They recognize that there’s much hard work ahead to realize the people’s mandate in an election of hope. My colleagues and I underlined that, for our part, we see great potential for the United States as a global partner. We underlined our interest in seeing a much more robust American presence in the Indian economy – as investors, as trade partners, in skill development, in defense, and in science and technology.

We also recognized that the regional and global aspect of our strategic partnership has great value for both sides, especially in the current situation of global and regional flux. We are delighted that there is a growing global dimension in our partnership. We agreed that the visit of Defense Secretary Hagel next Friday is an important opportunity to energize our defense partnership and begin the process of giving it a new strategic content.

We also recognized that the majority of our strategic relationship has given both sides the capacity to treat issues where we diverge as an opportunity for further conversation and dialogue. Towards this end, we discussed scheduling our long-pending commercial dialogue, our ministerial trade policy forum, and other bilateral dialogue mechanisms to address outstanding trade and economic issues that arise as a natural result of different perceptions.

Today, at the conclusion of this Fifth Strategic Dialogue, we can take satisfaction in the fact that within the few years since we raised our relationship to a strategic plane, our bilateral dialogue, as in all of the (inaudible), a new energy that our meeting today has imparted to partner departments and ministries should lead to determined efforts to ensure that the summit meeting in September between Prime Minister Narendra Modi and President Obama raises our partnership to a new level.

I want to thank our distinguished guests for their presence here in India. We appreciate the commitment to this partnership and the substantive contributions made on both sides today. While I’m pleased at the current effort to build on the momentum of our elections, we can be truly satisfied if we sustain this effort to ensure the best possible outcomes from the summit this September and through the rest of the year.

I now request Secretary Kerry to address you, after which we’ll take a few questions. Thank you.

SECRETARY KERRY: Well, thank you very much, Minister Swaraj. I want to thank you, first of all, for your leadership and I particularly want to thank you for the important perspective you brought to the discussions here today, as well as your very, very generous welcome. Thank you very much.

And in fact, the minister was extremely generous in permitting me to make a number of must-do phone calls during our session, and I’m very grateful to her for her indulgence.

I also want to acknowledge and thank the many members of the United States delegation joining me here today. Secretary Penny Pritzker is as good a Commerce Secretary as you could ever find, and I’m blessed to have her not only as a friend but as a colleague in this endeavor. And I saw firsthand today how important her leadership is in all that we are trying to undertake – science and technology, trade, all of our commercial activity and our economic issues.

Before I begin to discuss what we’ve accomplished in the past few days – and it has been a few days, because a number of members of our delegation arrived here several days ago and began meetings in Mumbai and here in Delhi. So there have been a lot of conversations taking place leading up to today. But I particularly wanted to share on behalf of President Obama and the United States our condolences with the families and the loved ones of the dozens of men and women who lost their lives in the Pune mudslide. There are many who remain missing. I know the Indian Government is investing enormous resources and effort in order to engage in the recovery effort, and the United States certainly is prepared to do anything that we might be able to if indeed help is needed.

I have been coming to India for many years. I’ve come here many times. In fact, I remember traveling here at the end of the Cold War, and it was a moment when nerves were still raw and suspicions still lingered. But as a Senator, I began to see how the relationship could quickly change, and in fact did. When I began to travel to Delhi, Mumbai and Bangalore, with the executives from companies and high-tech industries or in aerospace, it was very clear to me the breadth of the potential of the relationship between India and the United States, the potential of a real partnership. And I feel today, particularly after these two days of in-depth discussions, that the moment has never been more ripe to deliver on the incredible possibilities of the relationship between our nations.

Now that India’s new government has won an historic mandate to deliver change and reform, together we have a singular opportunity: to help India to meet its challenge; to boost two-way trade; to support South Asia’s connectivity; to develop cleaner energy; to deepen our security partnership in the Asia Pacific and beyond.

The United States and India can and should be indispensable partners in the 21st century. Of course, delivering on the potential of this moment is the key. The words are easy; it’s the actions we need to take that will really define the relationship in the days ahead. And I think it’s safe to say that I said to the foreign minister that we all have a lot of homework to do coming out of this meeting, many bilateral initiatives that will continue, but clearly, an importance to put specifics on the table for the trip of Prime Minister Modi to Washington in September to meet with President Obama.

I think we share a clear understanding of where we can begin. The new – in the new government’s plan for (in Hindi) – “together with all, development for all,” is a concept and a vision that is not unlike that expressed by President Obama and is one that we support wholeheartedly. Our private sector is very eager to be a catalyst for India’s development, and our government will enthusiastically support those kinds of development efforts. The opportunities are really clear, and they’re quite dramatic. American companies lead in key sectors that India wants to grow in: high-end manufacturing in infrastructure, in healthcare, and in information technology.

Still, we know we have a lot of work yet to do in breaking down barriers to trade and in encouraging the talent that we both have to be able to go to work. By limiting those obstacles, which we talked about over the course of these two days, whether they’re tariffs or price controls or preferential treatment for certain products in large, influential markets, we can build a more competitive market as well as build the bridges of opportunity that our young people in both of our countries want so much. When 10 million Indians enter the workforce each year, the Indian Government clearly understands this imperative.

Another topic that we spent a great deal of time discussing today was climate change. In past months, we have begun to find more common ground on this important global issue. There is no place where the challenges posed by climate change and the economic opportunities of renewable energy converge like they do in India today. We want to help India to be able to meet this challenge, to make the connections, and to be able to help supply clean electricity to the 400 million Indians who today live without power. I know this is a priority for the prime minister, and it’s a priority that we’re prepared to try to share.

This morning, I had the privilege of visiting IIT, the Indian Institute of Technology. And I met with some of the young doctorate candidates – doctoral candidates and master’s candidates who are doing fascinating research and development. This is one of India’s and the world’s premier institutions where students and researchers are – and their professors obviously are experimenting and working with the use of biomass and algae as sources of green energy, also new means of water treatment and cleaning water. It was really encouraging to see what is happening there, and I hope that we’ll be able to see Indian and American institutions coming together in a more formalized and productive way in order to be able to encourage that kind of joint research and innovation.

We also want to be clear: Climate change and energy shortages are not something that might happen way off in the future; it’s here with us now. Extreme weather, blackouts, scarce resources, all of these things endanger human health, prosperity, and they ultimately endanger security for all of us. Prime Minister Modi has stated clearly that he understands the urgency of this issue. He’s called for a saffron revolution, because the saffron color represents energy. He said that this revolution should focus on renewable energy sources such as solar energy in order to meet India’s growing energy demand. He is absolutely right. The United States could not agree with him more, and together, we believe that we can at last begin a new and constructive chapter in the United States-India climate change relationship.

Lastly, in this century, one that will continue to be defined by competing models of governance, India and the United States have a common responsibility. It is to prove that democracies can deliver the full expectations of their citizens. Our two nations believe that when every citizen, no matter their background, no matter their beliefs, can make their full contribution, that is when a nation is strongest and most secure, and that certainly applies to India and the United States. We are two confident nations. We are connected by core values. And we are optimistic nations should never lose sight of how much we can and must achieve. From women’s rights to minority rights, there is room to go further for both of us. We must also speak with a common voice that violence against women in any shape or form is a violence against our deepest values.

The United States and India are two nations that begin our founding documents with the exact same three words: We The People, We The People. By working together so that all people in our nations can pursue their aspirations, we believe we can come closer to achieving our founding dreams.

For both India and the United States, investing in each other’s success is frankly one of our smartest long-term strategic bets. We have the capacity, we have the resources, we have the open and resilient societies that can help us compete and win in an interconnected world, and we have remarkable and talented citizens in both of our countries waiting to do so. In the weeks to come, we will take a series of concrete steps to pave the way for Prime Minister Modi’s visit to Washington in September, and hopefully – hopefully – to pave the way for a new chapter in the ties between our two great democracies.

And I am also prepared to answer a few questions.

MODERATOR: The first question will be from Mr. Ashish Singh, ABP News.

QUESTION: Greetings, Secretary Kerry and greetings (inaudible). My question is for both ministers. (In Hindi.)

And Secretary, I would also request you respond to the same question about the concerns raised in India or the (inaudible) – on the Indian political parties, specifically parties (in Hindi). Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: (Via interpreter) Yes, I raised this issue with Secretary John Kerry when the matter was published in Indian newspapers. I have also conveyed to him that this act on the part of U.S. authorities is completely unacceptable to us, since our two countries are friendly nations and we happen to share dialogue with each other.

SECRETARY KERRY: Well, we have a policy in the United States that with respect to intelligence matters, we do not discuss intelligence matters in public. But let me just say, very clearly, we value our relationship with India, our bilateral relationship in all the ways that I’ve just described. And we also value the sharing of information between each other regarding counterterrorism and other threats to both of our countries. We’ve had conversations, as the minister has stated, with government officials about these reports, and usually we try to have our intelligence communities work to resolve any questions or any differences that may exist.

But let me say this: President Obama has undertaken a unique and unprecedented review that he ordered of all of our intelligence and intelligence gathering and activities, and unlike any prior president, he has put out a memorandum clearly articulating in a speech – excuse me – he gave a speech in which he clearly articulated America’s approach going forward and the standards that we will apply. We will continue to work actively with India wherever we see a threat to our shared interests, and we fully respect and understand the feelings expressed by the minister.

MS. PSAKI: The next question will be from Shaun Tandon of AFP.

QUESTION: Thank you. I wanted to ask for further elaboration. You mentioned a growing role of India and the United States in the Asia- Pacific region. Can you be more specific about what you meant by that? Could you, for example, see Indian activity more in the South China Sea disputes?

And if I could touch on another global issue, Secretary Kerry, Gaza. The United States has authorized further ammunition for the Israeli forces. You’ve also called for an immediate ceasefire. I was wondering if you thought that this was consistent and whether you thought that a ceasefire is still possible at this point, particularly with all the personal attacks that have been leveled against you.

And if I could ask the external affairs minister on this same issue: When the BJP was last in power, India moved a little bit more closely – a little bit closer to Israel. I was wondering if you see that same momentum now between India and Israel, or whether the Gaza conflict affects that. Thanks.

EXTERNAL AFFAIRS MINISTER SWARAJ: Your first question – strategic partnership has definite definition. If you have partnership in the area of trade, defense, and space, then that partnership is called strategic partnership. So is there no ambiguity about that.

As regards Gaza, India’s policy is very specific: We fully support the cause of Palestinians, but we have good relations with Israel.

SECRETARY KERRY: I just reaffirm what the minister just said. We have a very strong strategic partnership. It is evidenced by the fact that the United States supports India’s hopes to be able to be a permanent member of the UN Security Council. That’s something we support, and we wouldn’t support that if we didn’t believe in the breadth of India’s capacity and reach, and in its values. And I talked about those values. We cooperate significantly on many different issues in the region: counterterrorism, Afghanistan, nonproliferation. India has been a significant, responsible steward of nuclear power, and those are things which we respect and, obviously, work with very closely.

So there are a great deal of interests that tie us together, and we all acknowledge that there have been ups and downs in the relationship for some period of years. But much more ups and much more involvement over the past 10 to 15 years. And that’s why I said we see this as such a ripe moment.

Prime Minister Modi has clearly made it a prime objective to deal with the question of jobs, the question of reform, providing efficiency to decisions and other kinds of things. He wants the market to be more accessible. They’re considering different things that they need to share with you, but we’re impressed by the breadth of their thoughts about the economic changes that are possible, and we certainly want to see those implemented. And we’ll wait to see. The proof is always in the pudding, obviously.

With respect to Gaza, we’ve never stopped working towards the notion that a ceasefire at some point is essential. And even today, I’ve been on the telephone on the plane flying over here. We’ve been continuing discussions. And yes, the United States remains hopeful that it is achievable. And sooner is better because of the needs to get to the table and begin the negotiation that could ultimately, hopefully, resolve issues. There’s no promise in that, I want to make that clear. No promise in that. But I think everybody would feel better if there was a bona fide effort to try to see that happen.

MS. PSAKI: The next question is from Lara Jakes of AP.

QUESTION: Thank you very much. Mr. Secretary, a moment ago you spoke about barriers to trade. I’m wondering if you can update us on whether there was an agreement with India for keeping food subsidies as part of the WTO trade deal.

I also wanted to ask you whether the U.S. has asked India to follow the spirit of the sanctions against Russia, given India’s years of purchasing Russian arms.

And Madam Minister, has there been any shift in that long-time Indian policy, especially now with the shoot-down of Malaysian Airlines flight 17? Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: You asked three questions in a row. To your first question, consultations are underway in Geneva. Let us wait for the final outcome.

To your second question, there is no change in our policy because we think that the foreign policy is in continuity. Foreign policy does not change with a change in government.

SECRETARY KERRY: Well, we obviously – I think there’s a meeting – I’m not sure when. Have they already met in Geneva?

EXTERNAL AFFAIRS MINISTER SWARAJ: They’ve met. They’ve already --

SECRETARY KERRY: They already did.

EXTERNAL AFFAIRS MINISTER SWARAJ: They’re meeting.

SECRETARY KERRY: They already did. They already met. They’re meeting now. I thought so. Right around now.

EXTERNAL AFFAIRS MINISTER SWARAJ: That’s what (inaudible).

SECRETARY KERRY: Our feeling is obviously that the agreement that was reached in Bali is an agreement that importantly can provide for food security for India. We do not dismiss the concerns India has about large numbers of poor people who require some sort of food assurance and subsistence level, but we believe there’s a way to provide for that that keeps faith with the WTO Bali agreement. And so we are obviously encouraging our friends in India to try to find a path here where there is a compromise that meets both needs. And we think that’s achievable and we hope it’s achievable.

With respect to the issue of the sanctions, the focus of our meetings here today is bilateral fundamentally, and the ways the U.S. and India can grow the relationship with respect to trade, clean energy cooperation, counterterrorism, science, technology and so forth. Now, we would obviously welcome India joining in with us with respect to that, but it’s up to them. It’s India’s choice. India has its relationships. We’d support and welcome them in dealing with the challenge that Russia is presenting, but it’s really up to India. It’s not something that entered into the bilateral relationship in the context of today’s discussion.

MODERATOR: Last question. Rajeev Sharma from the Firstpost.

QUESTION: Thank you. My question is to both Minister Swaraj and Mr. Kerry. (Inaudible), what is India’s view on Senate bill 744, whether this issue was discussed with Mr. Kerry by you? And what is his assurance, if any?

And question to Mr. Kerry is: Don’t you think that this 744 is a rather protectionist measure? And even American companies are seeing it as a protectionist measure. Is there a mood to amend it or dilute it? Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: Let me first answer. Yes, I raised the issue with Secretary Kerry about the bill number 744. And our minister of commerce, Shrimati Nirmala Sitharaman, also raised this issue in the plenary session. I told Secretary Kerry that we are not against the bill per se. Immigration is your internal matter. But we are certainly concerned with the provisions which will affect the Indian IT industry if the bill is passed in the present form. And I also told Secretary Kerry that it will give a very negative signal, and that too at a time when India is opening up its economy for the foreign players. Thank you.

SECRETARY KERRY: So I’m going to confess something to you that I probably shouldn’t confess to you, but when I was in the United States Senate for 29 years, I never identified a bill by its number. (Laughter.) It was the immigration bill or it was the something bill. So thank God the minister knew that that was the number to that. (Laughter.)

EXTERNAL AFFAIRS MINISTER SWARAJ: Yes, that was the number.

SECRETARY KERRY: We did talk about the immigration bill, and it’s a critical priority for President Obama. And we are very aware of the need to make sure that there are more people able to travel, more people able to become part of the commerce that we just talked about – all of these areas, including education and so forth.

But the way it left the Senate leaves that in need of some amending. The House has not taken it up yet, and it really appears as if they won’t, certainly, before the election, which is in three months. The Administration – President Obama – would support some changes that will deal with some of the issues that you’ve just raised and other issues, but at the moment, it does not appear as if this bill – not “appear” – it will not move in the next several months. One has to hope that after the election is over, there may be the possibility of rebuilding support for it.

It’s a critical bill for us in many, many ways, way beyond those that you just articulated. And President Obama would really like to see it done as a matter of fairness, as a matter of morality, as a matter of commercial and business interests, as a matter of family interests. There are many compelling reasons for why this needs to pass, and I’m confident that at some point in time, we will get appropriate immigration reform.

DEFENSE SECRETARY HAGEL PROMOTES EXPANDED COOPERATION WITH GULF STATES

Hagel Urges Expanded Cooperation in Gulf Region

JEDDAH, Saudi Arabia, May 14, 2014 – The importance of expanded cooperation in the Gulf region was the theme of Defense Secretary Chuck Hagel’s remarks here today at the Gulf Cooperation Council defense ministerial conference.

Defense ministers from all six member nations -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates -- joined Hagel at the meeting, which was hosted by Saudi Arabia.

Noting that this is his third trip to the Gulf in a little over a year, Hagel said the visits all have been aimed at encouraging greater collaboration in the region.
“I hope [this meeting] becomes an annual security consultation, and the backbone for renewed cooperation among all the nations of the GCC,” he said. And despite setbacks and challenges, he added, the Gulf Cooperation Council has fostered a common identity and common interests in the region.

“And it has helped protect your common security,” Hagel noted.

The United States is determined to support the Gulf countries as they continue to develop their roles on the world stage, the defense secretary said.

“This has been demonstrated by the United States Central Command’s continued forward military presence, which includes 35,000 personnel; our Navy’s 5th Fleet; our most advanced fighter aircraft; our most sophisticated intelligence, surveillance, and reconnaissance assets; and a wide array of missile defense capabilities,” he said. “It has also been demonstrated by recent defense sales agreements, including some of the largest in American history.”

But bilateral ties with the United States and American military presence are not enough to guarantee regional security, the defense secretary told the council’s defense leaders. “As I said at the Manama Dialogue last December, America’s engagement with Gulf nations is intended to and facilitate, not replace, stronger multilateral ties within the GCC.”

The most pressing security challenges threaten the whole region and demand a collective response, the defense secretary said. By strengthening the GCC, he added, the member nations will ensure their collective defense is more than the sum of its parts.

“You will strengthen your ability to prevent and deter aggression,” the defense secretary told the ministers. “You will strengthen, not weaken, each of your nations’ sovereignty. And you will expand your common interests –- not just in defense, but in a more stable and prosperous future.”
This approach is also how the region must address threats posed by Iran, he said.
Today also marks the start of discussions in Vienna between Iran and P5-plus-1 member nations regarding Iran’s nuclear program, Hagel noted. “We got to Vienna thanks to our collective efforts to isolate Iran diplomatically and economically, and to deter it militarily,” the defense secretary said.

As negotiations in Vienna progress, he said, two things should be clear.

“First, these negotiations will under no circumstances trade away regional security for concessions on Iran’s nuclear program,” Hagel said. U.S. commitment to Gulf security and stability is unwavering, he added.

“Second, while our strong preference is for a diplomatic solution, the United States will remain postured and prepared to ensure that Iran does not acquire a nuclear weapon -- and that Iran abides by the terms of any potential agreement,” the defense secretary said.

“No one nation can address these threats alone,” Hagel said. “Our efforts must be coordinated and complementary.”

Hagel made proposals today in several areas, each focused on this coordinated approach -- including integrated missile defense, maritime security and cybersecurity:

-- He proposed designating the Gulf Coordination Council’s Air and Air Defense Chiefs Conference as the GCC’s primary military forum for regional air and missile defense policy.

-- He called on the GCC to assume and maintain command of the Combined Maritime Force’s Gulf operations, Combined Task Force 152, and to commit to a regular heads-of-navy conference.

-- He proposed the establishment of a U.S.-GCC cyber defense cooperation initiative to jump-start collaboration.

-- He suggested that the GCC develop a Foreign Military Sales case, which could “advance regional defense priorities by accelerating the GCC’s progress toward greater interoperability and more sophisticated multinational force development.”
In addition, proposals to expand joint exercises and activities were part of a discussion led by Army Gen. Lloyd J. Austin III, commander of U.S. Central Command.

“At the conclusion of our dialogue,” Hagel said, “we should publicly declare our shared resolve, our shared goals, and our shared vision for stronger U.S.-GCC multilateral defense coordination. We must demonstrate our unity at a critical time. And we must send a message of strength to adversaries.”

U.S., POLAND FIND NEW WAYS MILITARIES CAN COOPERATE

U.S., Poland Defense Leaders Find New Areas for Cooperation

WASHINGTON, April 17, 2014 – Amid deep concerns about the situation in Ukraine, the defense leaders of the United States and Poland met at the Pentagon today and identified new areas in which their militaries can work together, including special operations, air force cooperation, and more exercises and training.

Defense Secretary Chuck Hagel and Poland’s Minister of National Defense Tomasz Siemoniak held discussions that Hagel described as being “focused on reinforcing our solidarity and our partnership for the future of the Polish-U.S. defense relationship, especially in light of the situation in Ukraine and its impact on European security.”

During a joint news conference after their meeting, Hagel told reporters this a critical time for the NATO alliance and the Polish-U.S. bilateral relationship, adding that it is also an opportunity to capitalize on the strong relationship the United States and Poland have built together over 25 years.
“The solidarity and partnership roadmap we discussed today identified new areas where we can work together, including special operations forces, air force cooperation, and additional exercises and training,” the secretary said.
“It will also look at how we can further build onto our joint aviation detachment and air missile defense collaboration.”

In recent weeks, the United States has augmented Poland’s aviation detachment with 12 F-16 aircraft and 200 support personnel from Aviano Air Base in Italy, the secretary said, noting that the department is committed to maintaining the augmented presence through the end of 2014.

“This is a clear demonstration of America's bilateral commitment to Poland and to our other NATO allies in the region. The United States is also encouraging other NATO allies to contribute to the detachment,” Hagel said.

“Minister Siemoniak and I agreed,” the secretary added, “that it would be useful to open up the aviation detachment so that other nations in the region can participate.”
One example is Romania, Hagel said, the latest NATO member to acquire F-16s. Such a regionalized approach will help strengthen Poland and its neighbors, he added.

On air and missile defense, Hagel noted that as Poland explores options for its own new capabilities, the Defense Department should take advantage of the chance to work with Poland more closely, leveraging cutting-edge technology and enhancing NATO capability to benefit the entire transatlantic alliance.
“As Poland continues to invest in defense and military modernization,” he added, “the United States will increasingly look to Poland as a leader in the region and in NATO.”

The relationship between the U.S. and Poland and their shared commitment to NATO are critical to stability in Europe, the secretary said, adding that recent events underscore that the alliance and commitments to the alliance are as important as ever.

“As you all know,” Hagel said, “Secretary [of State John F.] Kerry is meeting now in Geneva with his counterparts from Russia, Ukraine and the [European Union]. We fully support these efforts to find a political solution and remain deeply concerned about Russia's ongoing destabilizing activities in eastern Ukraine. De-escalation has been our focus and Russia must take steps to make that happen.”
The United States continues to stand with Ukraine, he added, noting that earlier this morning he called Ukraine Acting Defense Minister Mykhaylo Koval to tell him that President Obama has approved more nonlethal military assistance for health and welfare items and other supplies.

“These supplies include medical supplies, helmets, sleeping mats and water purification units for Ukraine's armed forces,” Hagel said, “as well as shelters, small power generators and hand fuel pumps for Ukraine's state border guard service. The United States will continue to review additional support that we can provide to Ukraine.”

During today’s meeting, the secretary said, he and Siemoniak agreed that Russia's aggression has renewed their resolve to strengthen the NATO alliance.
NATO Secretary-General Anders Fogh Rasmussen yesterday announced a series of measures the alliance would undertake to demonstrate this resolve.
The measures, developed by Supreme Allied Commander Air Force Gen. Philip M. Breedlove, the secretary added, include more air policing sorties over the Baltics, more allied ships in the Baltic and in the eastern Mediterranean seas, and military staff deployments to enhance NATO's readiness training and exercises.
“NATO is also updating its defense plans and the United States has offered additional planners to help with that effort, Hagel said. “We're also assessing what additional contributions we can offer to reinforce our allies in central and eastern Europe.”

The measures are not meant to provoke or threaten Russia, he added, but to demonstrate NATO's continued dedication to collective defense.
“Article V [of the North Atlantic Treaty] is clear that an attack against any one NATO ally will be considered an attack against all members of NATO. The United States is fully committed to meeting its Article V responsibilities,” Hagel said.

Today’s meeting was the second between Hagel and Siemoniak this year.
Their first was in January in Poland when Hagel and Siemoniak visited the joint aviation detachment at Powidz Air Base where American and Polish airmen train and work side by side.

President Barack Obama and Polish President BronisÅ‚aw Komorowski agreed in 2010 to strengthen the U.S.-Polish security partnership through increased cooperation between both nations’ air forces.

The first full-time stationing of U.S. troops in Poland was established in 2012 with an aviation detachment at Lask Air Base, about 90 minutes from Powidz.
In addition to strengthening cooperation, the aviation detachment allows Poland to host other allied air force elements and serve as a regional hub for air training and multinational exercises.

MODERATOR: (Via interpreter) Excellency John Kerry, U.S. Secretary of State, Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh, ladies and gentlemen, correspondents; you may now have the honor to introduce Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh and U.S. Secretary of State John Kerry to co-chair the press conference announcing the outcomes of the talk between the two sides.

To begin with, I’d like to invite His Excellency Phan Binh Minh to take the floor.

DEPUTY PRIME MINISTER MINH: His Excellency Secretary of State John Kerry, dear correspondents, member of the press; first I would like to extend my warmest welcome to Mr. John Kerry for coming back to Vietnam in the capacity of the Secretary of State. I’d like to thank you, Mr. Secretary, for your warm sentiments and friendship toward Vietnam and its people. Once again, I would like to highly value and commend your significant contribution in the past capacity as the senator and in the current capacity as the Secretary of State to promoting bilateral relationship between Vietnam and U.S.

Mr. Secretary and I had an open, candid, and constructive, meaningful talk on many issues of bilateral relations in order to promote this relationship as well as in regional and international issues. We note with satisfaction the practical and meaningful development of bilateral relations and multilateral framework cooperation between the two countries ever since the establishment of comprehensive partnership between our two countries. In the official visit to the U.S. by His Excellency State President Truong Tan Sang, we have discussed specific measures to further promote comprehensive partnership between the two countries in all areas. The two sides have agreed to enhance and intensify exchange of high-level delegations and contacts, and further promote cooperation in economic trade and investment. The U.S. is currently the leading trading partners and the seventh largest investor in Vietnam, however many potential for further cooperation remain untapped between the two countries, especially in economic trade and investment. We should further promote this to the level of comprehensive partnership.

Mr. Secretary and I have agreed that we should further promote cooperation in science and technology, including the official signing of the 123 civilian nuclear agreement and further promote cooperation in education, health, climate change, humanitarian issues, and addressing the consequences of war in the coming time.

I would take this opportunity to express my high appreciation of the USAID signing of contract for the environment impact assessment at the hotspots in Bien Hoa Airport and fact that the USAID and MOLISA of Vietnam have signed MOU on resolving the unexploded ordnance.

Mr. Secretary and I also agreed that the two sides would maintain candid and positive and constructive dialogues on issues of differences, including human rights. We also exchanged on the further implementation and enhancement of cooperation within the framework of regional and international forums, and we reaffirmed the support for ASEAN’s centrality to an emerging regional architecture.

On the East Sea issue, we emphasized the importance of maintaining peace, stability, security, and maritime safety, and we share the view that all territorial disputes in the East Sea must be resolved by peaceful means on the basis of international law, especially the UNCLOS 1982, and the relevant party should strictly observe the DOC and soon move forward to the conclusion of a COC.

SECRETARY KERRY: Thank you very much, Foreign Minister Minh. It’s a pleasure to be with you again. I’m happy to be with you here. And I’m delighted to be in Hanoi for the first time as Secretary of State and to see with my own eyes how our relationship with Vietnam is deepening and moving forward. It’s meaningful to me personally to be here, obviously, because of the history, but frankly, much more so right now because of the future.

I want to thank my friend, the Deputy Prime Minister now and Foreign Minister Minh, for his hospitality and for a very productive discussion, continuing discussions which we had in New York and at the conferences, the ASEAN, as well as my meetings with the president, President Sang, and with the Prime Minister, Prime Minister Dung. I’m also looking forward to meeting with Prime Minister Dung in a little while, and with General Secretary Trong later today.

This is my fourth visit to Asia since I became Secretary, and I want to re-emphasize that the U.S. rebalance toward the Asia Pacific has been a top priority for President Obama from day one when he came into office. And today, our economic, our diplomatic, our strategic, and our people-to-people initiatives throughout the region are stronger than ever. What some are calling our rebalance within the rebalance, which is an intensified focus on Southeast Asia, is now a central part of our policy, as is our engagement with ASEAN, which sits at the heart of the Asia Pacific’s regional architecture. Nowhere is this more important or more visible, frankly, than in the heightened investment and engagement than right here in Vietnam.

When I touched down in Hanoi in 1991 for the first time as a civilian and as a senator, I have stark memories of a very, very different Hanoi. There were still laws that then restricted people’s interactions with foreigners. There was none of the vibrancy and energy that you see today in terms of the stores and shops and entrepreneurial activity. There were actually very, very few cars back then. Almost everybody was on a bicycle, bicycles all over; the streets were literally filled with bicycles. And there were very few motorbikes, very few motorcycles, not even that many hotels. I remember staying in the Government Guest House.

Today, the energy of this city is absolutely remarkable, as is the energy of this country, and the transformation is nothing short of amazing. In the years since we lifted the embargo and normalized relations, Vietnam has become a modern nation and an important partner of the United States. And it is a nation today with almost 40 percent of its population under the age of 25, all people teeming with energy and enthusiasm for the potential of the future.

Last July, President Obama and President Sang signed a new level of collaboration with the announcement of the U.S.-Vietnam Comprehensive Partnership. And I want to briefly touch on four specific areas where we are deepening our bilateral relationship.

First and foremost, we know that education, education of our people-to-people ties, are laying the foundation for a close U.S.-Vietnam partnership in years to come. And we’ve made great progress in strengthening those ties. Today, more than 16,000 Vietnamese students are studying in the United States, more than almost every other country in the world. In Ho Chi Minh City, I had the opportunity to meet and talk and listen to some of the impressive young men and women who were the alumni among the 4,000 alumni of the Fulbright program here in Vietnam. I take special pride in this program because when I was a younger senator I initiated efforts in the Senate to start this program. And before long, it became the largest Fulbright program in the world. Today, it is the second-largest program in the world. It has been an extraordinary success so far, and we look forward to building on that success by continuing to work with the Vietnamese Government to establish a full-fledged Fulbright University in Vietnam in the near future.

The second area that we are focusing on is trade. Trade is perhaps the clearest example of how far our nations have come in the 18 years since we normalized relations. Two-way trade between the United States and Vietnam has increased since 1995 more than 50-fold. Last week, we launched the Governance for Inclusive Growth program, through which the United States will help support Vietnam’s ongoing transition to a more inclusive, market-based economy that is based on the rule of law.

And as I told business leaders in Ho Chi Minh City on Saturday, the assistance that we provide through this program, this new program, will also help Vietnam to implement the Trans-Pacific Partnership. Once finalized, TPP will raise standards, including labor standards, open markets up. It will create millions of new jobs, not just in the United States and Vietnam but throughout the Asia Pacific. We are working very closely with Vietnam and other regional partners in order to complete the TPP negotiations as quickly as possible. But to realize our potential as a partner and for Vietnam to realize its potential as a thriving economy – and this is something we talked about openly and frankly – Vietnam needs to show a continued progress on human rights and freedoms, including the freedom of religion, the freedom of expression, and the freedom of association. I made this point clearly to Deputy Prime Minister Minh, as I have in all my previous discussions with Vietnamese officials.

Third, we are collaborating closely on the environment. Climate change is perhaps the single greatest threat facing most nations on the planet today. Yesterday, I had the opportunity to visit the same waters in the Mekong Delta that I patrolled 45 years ago, and I saw firsthand the ways in which the United States and Vietnam are now working hand in hand to pursue development in a way that is sustainable for the environment, for local economies, and most importantly, sustainable for the climate.

And finally, we are working to strengthen regional security. We are expanding our collaboration on humanitarian assistance and disaster relief efforts as well as on search-and-rescue capabilities. We’re also working more closely than ever on peacekeeping efforts. Next year, Vietnam, for the first time, will participate in the United Nations global peacekeeping operations.

No region can be secure in the absence of effective law enforcement in territorial waters. And because of that, today I am also pleased to announce $32.5 million in new U.S. assistance for maritime law enforcement in Southeast Asian states. This assistance will include, among other things, training and new fast-patrol vessels for coast guards. Building on existing efforts like the Gulf of Thailand initiative, this assistance will foster greater regional cooperation on maritime issues and ultimately provide the ability of Southeast Asian nations to carry out humanitarian activities and to police and monitor their waters more effectively.

In particular, peace and stability in the South China Sea is a top priority for us and for countries in the region. We are very concerned by and strongly opposed to coercive and aggressive tactics to advance territorial claims. Claimants have a responsibility to clarify their claims and to align their claims with international law and to pursue those claims within international peaceful institutions. Those countries can engage in arbitration and other means of negotiating disputes peacefully. We support ASEAN’s efforts with China to move quickly to conclude a code of conduct. And while a code of conduct is necessary for the long term, nations can also reduce the risk of miscommunication and miscalculation by taking steps today to put crisis prevention arrangements in place. That is an easy way to try and reduce tensions and try to reduce the potential for conflict.

Nowhere is that kind of effort more necessary today than it is in the East China Sea. President Obama and I are obviously very concerned about recent actions that have increased tensions between China and Japan, and we call for intensified negotiations and diplomatic initiatives.

Lastly, in discussing territorial disputes, I raised our deep concerns about China’s announcement of an East China Sea Air Defense Identification Zone. This move clearly increases the risk of a dangerous miscalculation or an accident, and it could escalate tensions even further. I told the deputy prime minister that the United States does not recognize that zone and does not accept it. China’s announcement will not change how the United States conducts military operations in the region.

This is a concern about which we have been very, very candid, and we’ve been very direct with the Chinese. The zone should not be implemented, and China should refrain from taking similar unilateral actions elsewhere in the region, and particularly over the South China Sea.

In the months and years ahead, I am really confident that this relationship is going to grow stronger, that we are going to make progress. Today, Vietnam is a country that is committed to a different future, to a better future. And despite the difficult history that our nations have shared, I have always been impressed in the many, many visits that I have made here, from working on POW/MIA to working on lifting the embargo to working on normalization, and now working on trying to truly give full definition, full blossom if you will, to the peaceful possibilities between our countries. As we begin to approach the 20th anniversary of normalized relations, we know that a strong, prosperous, and independent Vietnam that respects the rule of law and human rights will be a critical partner for the United States on many regional and global challenges that we face together.

So thank you very much, Mr. Minister, for welcoming me and my delegation here. I am grateful for our discussions thus far. We’ll have more time to talk over dinner tonight, and I look forward to my meeting with the prime minister and the chairman. Thank you.

DEPUTY PRIME MINISTER MINH: (Via interpreter) Thank you, Secretary John Kerry. Now I’d like to give some time for questions from correspondents. Please, from Vietnam News Agency.

QUESTION: (Via interpreter) (Inaudible) from Vietnam News Agency. I’d like to have a question for both foreign ministers. Would you give your view about the prospects of cooperation between Vietnam and the U.S. in economic trade and investment in the future?

DEPUTY PRIME MINISTER MINH: (Via interpreter) I’d like to address the question from Vietnam News Agency. In terms of economic trade and investment, this is one of the priorities in bilateral relationship between Vietnam and the U.S. (Inaudible) bilateral trade (inaudible) it has (inaudible) bilateral relations (inaudible) any country (inaudible) the U.S., it’s the seventh-largest investor to Vietnam. And we have great potential for economic trade and investment cooperation, during the talks we have exchanged on this issue. And we have (inaudible) promote specific measures to further enhance cooperation (inaudible) in the future. Because we have great potential (inaudible) in this area.

SECRETARY KERRY: Well, thank you, Minister. As I mentioned, the trade between the United States and Vietnam since 1995 has increased 50 times and it is growing on a constant basis. And we believe that if we can quickly come to agreement on the Trans-Pacific Partnership, the TPP trade agreement, that will create a trade alliance where you have almost 40 percent of the GDP of the world combined in this region, which is a very, very powerful trading entity. And if you raise the standards with respect to trade – the transparency, accountability, the labor standards and so forth – what you wind up doing is bringing everybody else along. They have to raise their standards in order to be able to partake in that, but also to be able to compete effectively.

So we think that this trade agreement is really one of the most significant steps that both of our nations can take to create jobs at home. Jobs will be created in America, jobs will be created in Vietnam, and we will both do better as a result. Just earlier this month, our U.S. Trade Representative, Ambassador Froman, and the team from his shop met with representatives from the 11 TPP partner countries. And we’re confident that that meeting is building momentum, that the work can move ahead quickly, that the negotiators will keep working hard. And the ministers plan to meet again in early January. So we’re very, very hopeful that achieving an ambitious, comprehensive, high-standard agreement is really critical for creating jobs and promoting growth.

Now, one thing I did raise with the minister is that we believe – we happen to believe that Vietnam will be even more energized economically, more competitive, and more powerful if it begins to transition some of its state-owned enterprises into private sector and begin to compete in the private sector in a way that most other countries are embracing. We think that’ll make a difference, but obviously, Vietnam needs to make its own decision about its schedule or its intentions. But we believe the TPP can define a very strong economic growth rate for this region and we really hope countries will rapidly move to close the agreement and to implement it.

MODERATOR: (In Vietnamese.)

QUESTION: Hello, Lesley Wroughton from Reuters. Mr. Secretary, how does your announcement today on maritime security – how does your announcement today on increased assistance for maritime security fit into these increased tensions with China? If anything, those tensions seem to have escalated not only in the East China Sea but also in the South China Sea.

And to the deputy prime minister, how – do you at all feel threatened by China, and how will this assistance help you deal with that threat?

Another one for Mr. Secretary on TPP: When you departed Washington, 47 lawmakers sent you a letter to say – to ask you to tie the TPP talks with Vietnam in with progress on human rights. Did you get any assurances today of any improvements coming up in that record, in the human rights record?

SECRETARY KERRY: With respect to the maritime announcement that we’ve made today, quite simply and directly let me tell you that this maritime announcement has nothing to do with any recent announcements by any other country or any of the tensions in the region. It is simply not a response to those recent announcements. This is part of a gradual and deliberate expansion that has been planned for some period of time which we have been working on. It expands on existing agreements and programs that we have now and it builds on a commitment to strengthen maritime capacity within ASEAN and within this region. So this is really an ongoing policy and not some kind of quickly conceived reaction to any events in the region.

With respect to the letter, I am very cognizant of the issue. As I said in my opening comments, we discussed it. I raised the issue with the foreign minister. There is some progress that is being made, and we have encouraged more progress to be made. There are increased number of church registrations. There have been increases within the new constitutional process of some additional rights. There are some things that we would have liked to have seen embraced that weren’t, and we’ve raised those. But this is an ongoing conversation, absolutely. I also raised individual cases of individual people and situations, and we had a very direct and healthy exchange about this. And I’ll let the foreign minister speak for himself about it, as he no doubt will.

But our need is to see progress on that, and I made it clear that TPP, the 123 agreement, the congressional readiness to move forward on any number of initiatives will be, obviously, affected by the degree of progress that is perceived.

DEPUTY PRIME MINISTER MINH: (Via interpreter) (Inaudible.) We have comprehensive, as the Secretary mentioned, (inaudible) relations, and there has been recent (inaudible). We have differences at sea. We also have agreements on six guiding principles on resolving issues at sea, including (inaudible) the United Nations welcomes the (inaudible) in ASEAN countries who are also implementing the DOC and well on the way to formulate DOC. And these are the kind of measures that are going to maintain peace, stability, maritime security, and safety. Thank you.

Joint Statement by President Barack Obama of the United States of America and President Truong Tan Sang of the Socialist Republic of Vietnam

President Barack Obama welcomed President Truong Tan Sang of the Socialist Republic of Vietnam to the White House on July 25, 2013.  During their meeting, the two Presidents affirmed their commitment to opening a new phase of bilateral relations between Vietnam and the United States based on mutual respect and common interests.  President Truong Tan Sang’s visit comes at an important time for both nations, reflecting a shared desire to build a forward-looking relationship between the two countries.

President Obama and President Truong Tan Sang decided to form a U.S.-Vietnam Comprehensive Partnership to provide an overarching framework for advancing the relationship.  They underlined the principles of the U.S.-Vietnam Comprehensive Partnership, including respect for the United Nations Charter, international law, and each other’s political systems, independence, sovereignty, and territorial integrity.  They stated that the Comprehensive Partnership is intended to contribute to peace, stability, cooperation, and prosperity in each country, in the region, and in the world.  The new Comprehensive Partnership will create mechanisms for cooperation in areas including political and diplomatic relations, trade and economic ties, science and technology, education and training, environment and health, war legacy issues, defense and security, protection and promotion of human rights, and culture, sports, and tourism.

Political and Diplomatic Cooperation

As part of the U.S.-Vietnam Comprehensive Partnership, the two sides agreed to increase high level exchanges as well as contacts at all levels, and to intensify dialogue and cooperation mechanisms.  President Obama affirmed the United States’ support for Vietnam’s independence, sovereignty, prosperity, and integration into the international community.  President Truong Tan Sang welcomed the United States’ enhanced cooperation in the Asia-Pacific, which contributes to the peace, stability, and prosperity of the region.

The Presidents welcomed the establishment of a regular dialogue between their two foreign ministers, and encouraged dialogues and exchanges between entities associated with political parties in both countries.

President Obama and President Truong Tan Sang agreed to enhance cooperation at regional and international forums including The Asia Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN), the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministerial Meeting Plus (ADMM+) to support peace, stability, cooperation, and development in the Asia-Pacific region.  The two Leaders reaffirmed their support for the settlement of disputes by peaceful means in accordance with international law, including as reflected in the United Nations Convention on the Law of the Sea .  The Presidents also reaffirmed their support for the principle of non-use of force or threat-of-force in resolving territorial and maritime disputes.  The Presidents underscored the value of full observance of the Declaration of Conduct of Parties in the South China Sea (DOC) and the importance of launching negotiations to conclude an effective Code of Conduct (COC).

President Truong Tan Sang expressed his appreciation for the Lower Mekong Initiative (LMI).  The two Presidents agreed that the two sides would work together with other member countries and the Friends of the Lower Mekong to further strengthen regional cooperation to promote prosperity and sustainable development, narrow the development gap, enhance connectivity, and respond to transnational challenges in the region.

The two Presidents instructed relevant agencies to conclude as soon as possible a bilateral agreement on the construction of new embassies and missions.  The Leaders affirmed that the United States’ and Vietnam’s diplomatic presence in their respective capitals should reflect the development of their bilateral ties.

Trade and Economic Ties

Recalling their discussions in Cambodia in November 2012, President Obama and President Truong Tan Sang reaffirmed their commitment to conclude a comprehensive, high-standard Trans-Pacific Partnership (TPP) agreement as soon as possible this year.  A 21st-century TPP agreement will advance regional economic integration, further development objectives, and lead to the creation of jobs in the United States, Vietnam, and all TPP countries, while taking into account the diversity of the participants’ levels of development in the context of a comprehensive and balanced package.

The Presidents welcomed continued efforts to further bilateral economic, commercial, and investment ties, and President Obama noted Vietnam’s reform efforts as a developing economy.  They underlined the critical value of these efforts to advancing the bilateral relationship, and the importance of economic cooperation as a foundation and engine for the new U.S.-Vietnam Comprehensive Partnership.  The Presidents agreed to enhance cooperation under the U.S.-Vietnam Trade and Investment Framework Agreement (TIFA) Council as well as under the ASEAN Enhanced Economic Engagement initiative and in APEC to increase economic and trade engagement in line with the bilateral Comprehensive Partnership and shared objectives in the World Trade Organization (WTO), APEC, and ASEAN fora.  President Obama applauded Vietnam’s progress in economic reform President Obama noted Vietnam’s interest in pursuing market economy country status and is committed to intensifying the United States’ constructive engagement with Vietnam on its economic reforms.  The Presidents acknowledged Vietnam’s intention to accede to the Cape Town Convention on International Interests in Mobile Equipment (CTC).

Both Presidents noted the importance of growing commercial ties between the two economies, and made special mention of: the MOU signed between PetroVietnam and U.S. Export-Import Bank to support trade and investment in the petroleum and energy sectors in Vietnam; the Framework Heads Agreement on the Ca Voi Xanh offshore Vietnam development project between Exxon Mobil Corporation and PetroVietnam; the Cooperation Agreement between Murphy Oil Corporation and PetroVietnam Exploration Production Corporation (PVEP); an MOU between Metropolitan Life Insurance Company (MetLife) and Bank for Investment and Development of Vietnam (BIDV);  and the Vietnam Ministry of Finance's approval in principle for establishment of a fund management company by ACE Insurance.  The Presidents welcomed U.S. Department of Agriculture support for capacity building and training programs designed to help Vietnam adopt and apply sound science and technology to the benefit of Vietnamese farmers, agricultural companies, and consumers.  The two leaders recognized the importance of protecting the most vulnerable populations while pursuing economic development, including working together to combat child and forced labor.

President Obama and President Truong Tan Sang discussed the importance of scientific and technological cooperation.  They welcomed the 8th meeting of the Joint Committee for Scientific and Technological Cooperation to be held this autumn, and highlighted efforts to build ties between the scientific communities in the United States and Vietnam to strengthen bilateral relations, respond to climate change and other global challenges, and foster innovation-driven economic growth.  President Obama and President Truong Tan Sang reiterated their intention to continue scientific cooperation, including in the areas of civil nuclear energy, space technology, and maritime research.  The Presidents highlighted the successful conclusion of a joint effort to remove all highly enriched uranium from Vietnam.  The two leaders agreed to continue cooperation to support Vietnam’s aspirations for a peaceful nuclear energy program with the highest standards of safety, safeguards, and security.

Education Cooperation

The Presidents agreed on the need to enhance educational, cultural, and people-to-people ties between the United States and Vietnam.  They remarked on the rapid growth of Vietnamese students studying at U.S. universities and colleges, and expressed hope that more U.S. students will pursue study abroad opportunities in Vietnam.  They agreed that close cooperation on education and training are critical elements to the next phase of the relationship.  They also noted that robust English language instruction will help Vietnam compete in the 21st century global economy.  President Obama and President Truong Tan Sang noted the success of bilateral education and exchange initiatives, especially the Fulbright program and the Higher Engineering Education Alliance Program (HEEAP).  The two Presidents noted the success of the Fulbright Economics Teaching Program and President Truong Tan Sang welcomed the initiative establishing a Fulbright University in Vietnam.

Environment and Health

President Obama and President Truong Tan Sang welcomed increasing bilateral cooperation to reduce greenhouse gas emissions in Vietnam through promotion of clean energy, energy efficiency, and sustainable forestry, and to strengthen Vietnam’s resilience to climate change, rising sea level and natural disasters, including through the United States Agency for International Development’s (USAID) Clean Energy Program and Forests and Deltas Program.  President Obama reaffirmed the United States’ commitment to providing further medical and other care and assistance for persons with disabilities, regardless of cause.

The two leaders also agreed to work together, along with their LMI partners, to promote scientific research, capacity-building, and dialogue to ensure the long-term health and sustainability of the Mekong Delta and the Lower Mekong River Basin.  President Obama expressed appreciation for Vietnam’s leadership as the co-chair of the LMI Environment and Water Pillar, which has included two joint research proposals from Vietnam on water resources management in the basin.  The two leaders expressed satisfaction with the recent conclusion of the Agreement on Healthcare and Medical Sciences Cooperation and looked forward to enhanced public health cooperation to promote global health security.  President Truong Tan Sang expressed his appreciation for the U.S. government’s continued support through the President's Emergency Plan for AIDS Relief (PEPFAR) for Vietnam’s efforts to build sustainable systems for HIV/AIDS prevention, treatment, and care.

War Legacy Issues

The two Presidents agreed that extensive cooperation in addressing war legacy issues to deepen mutual trust has allowed both countries to develop a relationship that looks to the future.  President Obama expressed his appreciation for Vietnam’s continued cooperation in providing for the fullest possible accounting for U.S. personnel missing in action (MIA).  President Obama reaffirmed the U.S. commitment to assist Vietnam in its MIA accounting efforts.  President Truong Tan Sang noted the U.S. Government’s contributions to Vietnam’s efforts to clean up unexploded ordnance (UXO), assist those injured by UXO, and prevent future casualties.  The Presidents expressed satisfaction with progress on USAID and the Vietnamese Ministry of National Defense’s project to clean up dioxin contamination at Danang International Airport.  President Truong Tan Sang welcomed plans by the U.S. Government to conduct an environmental assessment of dioxin contamination at Bien Hoa Air Base.

Defense and Security

The two leaders agreed that the United States and Vietnam would continue to cooperate on defense and security.  They expressed satisfaction with the Memorandum of Understanding on Advancing Bilateral Defense Cooperation of 2011 and reaffirmed their commitment to its full implementation.  The Presidents agreed to continue the U.S.-Vietnam Defense Policy Dialogue and the bilateral Political, Security, and Defense dialogue as opportunities to review the defense and security relationship and discuss future cooperation.  The two Presidents agreed to expand mutually beneficial cooperation to enhance capabilities such as search and rescue and disaster response.  The Presidents also underscored the importance of enhanced cooperation in non-traditional security matters and agreed to work more closely to counter terrorism; enhance maritime law enforcement cooperation; combat transnational crime including piracy, and narcotics, human, and wildlife trafficking; and address high-tech crime and cyber security.  President Obama welcomed Vietnam’s decision to participate in United Nations peacekeeping operations and emphasized the United States’ desire to assist with training and other support for this effort through the Global Peace Operations Initiative (GPOI).

Promotion and Protection of Human Rights

The Presidents took note of the benefits of a candid and open dialogue to enhance mutual understanding and narrow differences on human rights.  They emphasized the importance of protection and promotion of human rights.  President Truong Tan Sang informed President Obama of Vietnam’s efforts and achievements in promoting human rights and rule of law and in protecting the rights of religious believers.  President Truong Tan Sang also affirmed that Vietnam was prepared to sign the United Nations Convention Against Torture by the end of the year and stated that Vietnam would invite the Special Rapporteur on Freedom of Religion or Belief in 2014.  Both sides reaffirmed their commitment to uphold the United Nations Charter and the Universal Declaration of Human Rights.

Culture, Tourism and Sports

President Truong Tan Sang and President Obama highlighted the importance of enhanced cooperation on culture, sports and tourism to strengthening people-to-people exchange and mutual understanding.  They took note of the success of the Vietnamese-American community in the United States and their important contributions to the growth of bilateral ties.  The two Presidents encouraged more people-to-people exchange through art performances, concerts, exhibitions and other cultural and sports events between the two countries.

Thank you so much for inviting me to speak here and thank you for your kind introduction, Nancy. It is always a pleasure to visit Warsaw. The United States greatly values its relationship with Poland and looks forward to further strengthening our cooperation.

As you have all heard from my colleagues, Under Secretary Miller and Admiral Syring, the global threat from ballistic missiles is very serious. Missile defense is an important part of how we combat this threat. In our increasingly-connected and fiscally-strained world, efforts and collaboration of allies and partners on missile defense are more important than ever.  The United States will continue to do its part in this regard and today, I would like to focus on the broader picture about how missile defenses fit into our larger strategy to respond to the threat, including the defense of the United States, our Allies and friends.

Comprehensive Tools

The United States has a large number of tools available to it to prevent the threat from growing. We are active participants in the Missile Technology Control Regime (MTCR), which serves as the global standard for controlling the transfer of equipment, software, and technology that could make a contribution to the development of WMD-capable missile and unmanned aerial vehicle delivery systems.

We are also working through the Proliferation Security Initiative (PSI) and other counter-proliferation activities to help partners improve their ability to stop shipments of missiles or missile parts. My last visit to Warsaw was for the PSI 10th anniversary in the spring. We made some real progress on that occasion in expanding the reach and depth of the PSI, and thank you again to Poland for hosting such an effective meeting.  We have worked directly with specific governments to convince them to renounce their missile programs. For example, in 2003, Libya committed to eliminate its long-range ballistic missile programs, which led to the elimination of their 800-km range SCUD missiles.  These are just some of our ongoing efforts to tackle the missile threat and prevent missile proliferation. While much of this work is performed quietly, the impact of all of these efforts is of crucial importance to international peace and security.

At the same time, we are realistic that these programs cannot completely halt missile proliferation and that other steps are needed to dissuade countries from acquiring or developing ballistic missiles. That is why missile defense is an important part of our efforts to strengthen regional security.  The missile defense systems that we deploy are critical to reassuring our allies. They signal that, in the face of threats from countries like Iran and North Korea, we will meet our defense commitments.  As you heard yesterday, missile threats exist around the globe and have been used in recent and current conflicts. In both the Libyan and Syrian conflicts, ballistic missiles were used.

As Iran and North Korea conduct more ballistic missile tests, our defense systems make it more likely that our allies will embrace our diplomatic efforts, whether it is engagement or sanctions, knowing that missile defenses are doing their part to defend against a regional threat. That assurance is critical as we seek regional cooperation to persuade some states to abandon their nuclear programs and stop the proliferation of nuclear material.

Where we can, we seek to integrate our missile defense systems into a broader system of defenses deployed by our allies and friends. We are better off where we can leverage the capabilities of our allies and combine that with a flexible, capable cost effective system.  The Obama Administration is improving these regional security architectures by deploying and improving regional missile defenses. These deployments are tailored to the unique requirements of the regional threat. We do not purchase more than what is required and we are very transparent about what we do purchase. Let me discuss some of our efforts around the world related to these efforts.

Cooperation in Europe

First, in Europe, the United States remains firmly committed to defending NATO Europe against ballistic missile threats to populations, territory and forces. We are deploying the European Phased Adaptive Approach (EPAA), which will provide protection to all NATO European territory in the 2018 timeframe.  We are making great progress on EPAA, most recently with Monday’s Phase 2 site ground-breaking in Romania, in which Under Secretary Miller and Admiral Syring participated, as well as my colleague DAS Frank Rose. That site will be operational in the 2015 timeframe. We will also forward-base four BMD-capable Aegis warships to Rota, Spain in the 2015 timeframe to support the EPAA. Our commitment to deploy Phase 3 in Poland is ironclad, and preparations are currently on-time and on-budget for the establishment of the Phase 3 interceptor site at Redzikowo. It will be operational in the 2018 timeframe.

Although not related to EPAA, the Dutch, German and United States deployment of Patriot missile defense units to Turkey this year in response to a Turkish request to NATO for defense against potential Syrian ballistic missile threats is an excellent example of how missile defense can provide reassurance to Allies and deter potential adversaries.

Cooperation in the Middle East

The United States continues its robust BMD partnership with Israel. This cooperation includes the Arrow 2 interceptor, the more advanced Arrow 3, and the David’s Sling Weapon system. And the United States and Israel worked closely together to deploy an AN/TPY-2 radar to Israel in 2008. This powerful radar is linked to U.S. early warning satellites, and intended to enhance Israel’s missile detection and defense capabilities.

In the Gulf, the United States has had a continuous missile defense presence and seeks to strengthen cooperation with its partners in the Gulf Cooperation Council (GCC). We have begun an initiative, launched at the U.S.-GCC Strategic Cooperation Forum in March 2012, to strengthen missile defense cooperation.

At the September 26 meeting of the U.S.-GCC Strategic Cooperation Forum, Ministers resolved to work together to continue to work towards enhanced U.S.-GCC coordination on Ballistic Missile Defense (BMD), including the eventual development of a Gulf-wide coordinated missile defense architecture built around interoperable U.S. and GCC forces that would serve as an integrated system to defend the territory and assets of the GCC states against the threat of ballistic missiles.  A number of states in the region already deploy PATRIOT batteries and are exploring purchases of some missile defense capabilities under the auspices of the foreign military sales (FMS) program. To build a coordinated architecture, it is critical that our partners select systems that are fully interoperable.

The United Arab Emirates (UAE) continues to be a leader in the field of ballistic missile defense. On December 25, 2011, the UAE became the first international partner to purchase the Terminal High Altitude Area Defense, or “THAAD,” system from the United States.  This robust area defense capability, in conjunction with the UAE’s acquisition of PAC-3 point defense systems, will provide the UAE with a layered missile defense capability, ensure interoperability with U.S. forces, and contribute to regional stability. These purchases highlight the strong ties and common strategic interests between the United States and the UAE.

As our partners acquire greater missile defense capabilities, the United States will work to promote interoperability and information sharing among the GCC states. This will allow for more efficient missile defenses and greater security cooperation in the region.

Cooperation in the Asia-Pacific

In the Asia-Pacific region, we have robust missile defense cooperation with Japan and are increasing this cooperation. Japan is one of our closest allies, a leader in missile defense within the region, and one of the United States’ closest BMD partners.  The United States and Japan have made significant strides in interoperability. The United States and Japan regularly train together, and our forces have successfully executed cooperative BMD operations.

Japan has acquired a layered integrated BMD system that includes Aegis BMD ships with Standard Missile 3 interceptors, Patriot Advanced Capability 3 (PAC-3) fire units, early warning radars, and a command and control system. We also worked cooperatively to deploy a forward-based X-band radar in Japan.  At their October 3, 2013, “2+2 meeting, U.S. and Japanese foreign and defense ministers confirmed their intention to designate the Air Self-Defense Force base at Kyogamisaki as the deployment site for a second AN/TPY-2 radar (X-band radar) system that will further enhance the defense of our two countries.

One of our most significant cooperative efforts is the co-development of a next-generation SM-3 interceptor, called the Block IIA. This co-development program represents not only an area of significant technical cooperation but also the basis for enhanced operational cooperation to strengthen regional security.  The Republic of Korea (ROK) is another key U.S. ally and with the increasing North Korean missile threat, the United States stands ready to work with the ROK to strengthen its BMD capabilities. We are working together to define possible future ROK BMD requirements and the United States looks forward to taking further steps to build upon this ongoing missile defense relationship.

Defense Against Regional Threats

As we work with partners abroad, the Obama Administration is enhancing our homeland missile defenses; a development which will also provide reassurance to our Allies. On March 15, Secretary of Defense Hagel announced an increase in the number of ground-based interceptors to ensure that the United States remains well hedged against a North Korean ICBM threat. This change in our missile defenses will also provide the United States with additional defenses against an Iranian ICBM capability should that threat emerge.

We also strengthened our defenses of U.S. territory through deployment of a THAAD battery to Guam during the tensions with North Korea earlier this year.  Homeland missile defenses ensure that the United States reduces the risks that come with helping to defend our Allies and allows our Allies to be confident that the United States will meet its Treaty and security commitments.

Strategic Stability

As we move forward with our programs, I want to be very clear - our missile defense deployments are not directed at Russia or China. We are committed to maintaining strategic stability with these nations.  U.S. missile defenses are not designed to intercept Russian ICBMs or SLBMs, nor are they technically capable of intercepting Russian ICBMs or SLBMs. As stated in the Ballistic Missile Defense Review, our homeland missile defenses are to defend against the threat of limited ballistic missile attack.

Russia and China both field advanced ICBMs and SLBMs. In addition, with just 44 ground-based interceptors scheduled to be deployed, both Russia and China’s nuclear arsenals far exceed the number of interceptors we have; thus clearly establishing that we are talking about – to use an American phrase – apples and oranges when it comes to how U.S. missile defenses impact strategic stability with those nations.  There is therefore no way that U.S. missile defenses could undermine the effectiveness of Russia’s or China’s strategic nuclear forces.

Dialogue with Russia

We remain convinced that increased predictability on missile defense between the United States and Russia (and between NATO and Russia) is in the national security interests of all countries involved. For that reason, missile defense cooperation with Russia remains a priority for President Obama, as it has been for nearly 20 years with both Democratic and Republican Presidents.

As such, the United States has had discussions with the Russian Federation on increasing predictability on missile defense. Secretary of Defense Hagel and Russian Defense Minister Shoygu agreed in March to reconvene missile defense discussions between Under Secretary of Defense Jim Miller and Deputy Defense Minister Antonov. I also had discussions with my Russian Ministry of Foreign Affairs counterpart, Sergei Ryabkov, on strategic stability issues, including missile defense. We are committed to a dialogue on missile defense, both bilaterally and in the NATO-Russia Council, and stand ready to begin practical discussions.

While we seek to develop ways to cooperate with Russia on missile defense, it is important to remember that in keeping with its collective security obligations, NATO alone bears responsibility for defending the Alliance from ballistic missile threats. Just as Russia must ensure the defense of Russian territory, NATO must ensure the defense of NATO territory. NATO cannot and will not outsource its Article 5 commitments.  Russia continues to request legal guarantees that could create limitations on our ability to develop and deploy future missile defense systems against regional ballistic missile threats such as those presented by Iran and North Korea.  We have made clear that we cannot and will not accept limitations on our ability to defend ourselves, our allies, and our partners, including where we deploy our BMD-capable Aegis ships.

The United States believes that through cooperation and transparency, Russia will see firsthand that this system is designed to respond to ballistic missile threats from outside the Euro-Atlantic area, and that NATO missile defense systems will not undermine Russia’s strategic nuclear deterrent. Cooperation would also send a strong message to proliferators that the United States, NATO, and Russia are working together to counter their efforts.

Dialogue with China

We are in the beginning stages of holding dialogues with China on these issues that span both governments’ interagencies. In May, I traveled to Beijing to hold a Security Dialogue with my Chinese counterpart.  On the State Department side, there are a number of fora in which we discuss important issues, including the Strategic and Economic Dialogue led by Secretaries Kerry and Lew and the Strategic Security Dialogue led by the Deputy Secretary of State. The Defense Department also has a number of important dialogues with the Chinese, including the U.S.-China Defense Consultative Talks. General Dempsey and other senior defense officials have also met with their Chinese counterparts this year. These mechanisms and opportunities for deep discussion are important for strengthening our strategic stability with China.

Looking Ahead

Looking ahead, the United States knows that we have a lot more work to do on creating opportunities for missile defense cooperation and on defending against ballistic missile proliferation, but that is why forums like these are so important. The discussions, debates and ideas that develop here can help us move to a safer, more secure world.

COMMANDER OF U.S. PACIFIC COMMAND SAYS U.S. AND CHINA CONFLICT IS NOT INEVITABLE

Pacific Commander: U.S., China Can Build on Common Ground

WASHINGTON, May 22, 2013 - The United States and China, by increasing their dialogue and engagement, can build a foundation of trust while fostering regional security and prosperity, the top U.S. commander in the region said yesterday.

"While competition between the United States and China is inevitable, conflict is not," Navy Adm. Samuel J. Locklear III, commander of U.S. Pacific Command, told members of the National Committee for U.S. China Relations in New York.

"This means identifying strategic areas where our two countries can cooperate, while recognizing frankly and openly the areas where we will continue to differ, and to manage those," he said. "Our approach is to manage the friction and disruptive competition and increase areas of congruence and cooperation between our two nations."

Locklear encouraged the China experts to envision a future in which "the U.S. and China collaborate to build upon an existing Indo-Asia-Pacific community of peace and prosperity."

Reaching that goal, he said, requires recognizing, understanding and managing areas of divergence that could disrupt the security environment. These range from China's concerns that the U.S. strategic pivot to the Asia-Pacific region is designed to contain China's rise to differences in how the two countries view the maritime global commons and the lack of common ground on behavior in cyberspace.

Locklear emphasized that the rebalance is a whole-of-government strategy, recognizing that "the United States' success in the 21st century will, to a large extent, depend on what happens in this critically important region of the world."

Based on a strategy of collaboration and cooperation, the rebalance acknowledges the reality that the United States' future is "inextricably linked" to Asia's, he said. And one of the fundamental goals in implementing it is to build a "stable, productive and constructive relationship with China," he added.

Despite many areas of divergence between the two countries, Locklear said, he believes they're outweighed by areas where the United States and China share common interests.

"First, it is my belief that neither of our two nations desire conflict, especially armed conflict," he said.

But both countries must also recognize the major roles they both play in the region, he said. "The Pacific is big enough for all of us," Locklear told the group, borrowing a quote from both former Secretary of State Hillary Rodham Clinton and Chinese President Xi Jinping.

Nowhere is this more evident than in the United States' and China's economic relationship -- one that Locklear said draws them together and positively affects the entire region.

The admiral noted other promising developments that are solidifying this foundation: China's growing participation in the international community, its commitment to a denuclearized Korean Peninsula and its efforts to address HIV/AIDS and pandemic diseases, among them.

Meanwhile, China is demonstrating "a real appetite to deepen the military-to-military dialogue and build on those areas on which we converge," Locklear said. The goal, he said, is to continually improve the channels of communication and to demonstrate practical cooperation on issues that matter to both sides.

Gen. Fang Fenghu, China's top military officer, identified counterterrorism, antipiracy, humanitarian assistance and disaster relief, logistics and military medicine as potential areas of cooperation during a visit to Beijing by Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff.

Looking to the future, Locklear said, it's vital that both China and the United States recognize their responsibilities as regional and global leaders.

"We must move beyond our individual differences to bring consensus to issues that threaten regional stability and future prosperity," he said. That includes partnering with other nations to address regional security challenges such as piracy, terrorism, proliferation and pandemic disease.

Secondly, he said, the two countries must work together and with the international community to ensure access to the shared domains through universally accepted standards. This extends from the maritime domain -- and territorial disputes in the South China and East China Seas -- to the cyber and space domains, where they can play a role in helping to establish worldwide standards and practices, he said.

Also key, Locklear said, is China's increasing participation in regional military-to-military engagements. He cited progress in the Military Maritime Consultative Meeting and other forums, and China's agreement to take part in the next Rim of the Pacific international maritime exercise.

These engagements help to build trust and mutual understanding and, ultimately, reduce the likelihood of miscommunication and miscalculation that could derail forward progress, Locklear said.

"I believe the best hope for sustained bilateral cooperation will come from strategically identifying those areas where our interests overlap and building, over time, greater understanding and trust between our two armed forces," the admiral said.

Hagel Stresses Regional Cooperation on Middle East Issues

WASHINGTON, May 9, 2013 - The United States faces "astounding challenges" surrounding its strategic interests in the Middle East, but is working with allies and partners to comprehensively address the political, economic and security uncertainty, and the threats of extremism and proliferation, that beset the region, America's defense chief said today.

Defense Secretary Chuck Hagel traveled to Israel, Jordan, Saudi Arabia, Egypt, and the United Arab Emirates in late April. Tonight he offered an audience his views on the issues he discussed with those countries' leaders. During a speech at the 2013 Soref Symposium, an event hosted by the Washington Institute for Near East Policy, Hagel said America's Middle East strategy is founded on and framed around its commitment to Israel.

"Israel is America's closest friend and ally in the Middle East," Hagel said, noting that he attended a series of meetings in Tel Aviv and Jerusalem with Israeli President Shimon Peres, Prime Minister Benjamin Netanyahu and Minister of Defense Moshe Yaalon.

During those meetings, "I conveyed our continued commitment to enhancing defense cooperation with Israel - which has reached unprecedented levels in recent years," Hagel said.

A core principle of U.S.-Israel security cooperation is America's commitment to or what Hagel called "its capacity to defeat any threat or combination of threats from state or non-state actors."

The Defense Department works closely with Isreal's Ministry of Defense to develop and field the versatile range of advanced capabilities Israel needs to defend its people and interests, Hagel said. The rocket and missile defense efforts Iron Dome, Arrow, and David's Sling demonstrate the department's involvement, he said, but DOD has also worked for more than a year to increase Israel's options against to a range of other threats.

"These efforts culminated in our announcement last month that the United States has agreed to release a package of advanced new capabilities, including anti-radiation missiles and more effective radars for [Israel's] fleet of fighter jets, KC-135 refueling aircraft and the V-22 Osprey," Hagel said. "Along with Israel's status as the only Mid-Eastern nation participating in the Joint Strike Fighter program, this new capabilities package will significantly upgrade their qualitative military edge."

Hagel noted Israel's security, like America's, also relies on strong U.S. partnerships with other regional countries from Jordan and Egypt to Saudi Arabia and the UAE. In meeting with those countries' leaders, he said, he frequently discussed two other factors he termed central to current U.S. Middle East strategy: ongoing turmoil in Syria and Iran's destabilizing influence in the region.

"Syria's civil war is putting its stockpiles of chemical weapons and advanced conventional weapons at risk, and the escalation of violence threatens to spill across its borders," Hagel said.

Hagel said that while he was in Jordan, which borders Syria, "I reassured the Jordanians that the United States is committed to the stability of Jordan, and to deepening our close defense cooperation and joint contingency planning with the Jordanian military."

The civil war in Syria was a focus of his discussions in Amman, the secretary said. Hagel summarized U.S. involvement: organizing and applying sanctions against the Assad regime; providing humanitarian assistance to the Syrian people, which now totals nearly $510 million; and giving non-lethal assistance to the Syrian opposition.

"We are also urging Russia and China to do more to help resolve this conflict, because it is also clearly in their interests to end the war," he said.

Hagel noted that Secretary of State John Kerry, in Moscow this week, announced along with Russian Foreign Minister Sergey Lavrov that "they will seek to convene an international conference, with representatives of the Syrian government and the opposition, to determine how to implement a political transition in Syria."

Using the full range of tools, he said, the United States will continue to work toward achieving its goal of ending the violence and helping the Syrian people transition to a post-Assad authority.

"This will help restore stability, peace, and hope for all Syrian people," he said. "That goal is shared by our allies in the region - not only those bordering Syria, but also our partners in the Gulf."

In Saudi Arabia and UAE, he said, "Concerns over Iran's support for the Assad regime, its destabilizing activities, and its nuclear program were at the top of the agenda."

The secretary noted President Barack Obama has stated U.S. policy is to prevent Iran from obtaining a nuclear weapon.

"I stressed that point during my discussions in the Gulf," Hagel noted, adding that "building a cooperative defense network" is a key pillar of U.S. efforts against Iranian threats -- "raising the military capabilities of our partners in the Gulf who share our commitment to regional security and our concerns about Iran and violent extremism on the Arabian Peninsula."

Agreements finalized during his stops in Saudi Arabia and UAE will give those nations "access to significant new capabilities," Hagel noted: Saudi Arabia will buy 84 Boeing F-15SA fighter aircraft, and the UAE plans to purchase 25 F-16 Desert Falcons.

"Along with other common efforts with Gulf States in areas such as missile defense, this new arrangement ensures that we are coordinating effectively against Iran and other shared security challenges," Hagel said.

The secretary emphasized that U.S. strategy sees the Middle East as critical to its security interests, and a robust presence will remain.

"We have made a determined effort to position high-end air, missile defense, and naval assets to deter Iranian aggression and respond to other contingencies," he said, noting U.S. F-22 fighters, ballistic missile defense ships and sophisticated radars, mine countermeasure assets, and advanced intelligence, surveillance and reconnaissance aircraft are all part of the nation's regional presence.

"Even as we put our presence on a more sustainable long-term footing, our capabilities in the region will far exceed those that were in place September 11, 2001," he said. "Our defense relationships are also much stronger and far more robust."

The Middle East, made up of very different nations, faces a number of common challenges from Iran, Syria, and the continuing threat of al-Qaida and other terrorist groups, he said.

"These common challenges must be met through the force of coalitions of common interests, which include Israel and our other allies in the region," Hagel added. The most enduring and effective solutions to the challenges facing the region are political, not military, he said, and America's role is to influence and shape the course of events through diplomatic, economic, humanitarian, intelligence and security tools "in coordination with all of our allies."

During his travels in the region, Hagel said, "I thought about what's possible ... if these democratic transitions in the Middle East can succeed, and if a sustainable and comprehensive peace between Israel and the Palestinians is ultimately achieved."

That would bring new possibilities to an old region, the secretary noted.

The best hope for Middle Eastern stability is for countries like Egypt, Libya and Syria to transition to democratic rule, supported by institutions and legal frameworks that respect human life and liberties, he said.

"To assist these nations in achieving these goals, the United States will remain engaged in helping shape the new order, but we must engage wisely," Hagel said. "This will require a clear understanding of our national interests, our limitations, and an appreciation for the complexities of this unpredictable, contradictory, yet hopeful region of the world."
